The NRC identified a Green non-cited violaThe NRC identified a Green non-cited violation of 10 CFR 50.65, Requirements for Monitoring the Effectiveness of Maintenance at Nuclear Power Plants, for the failure to scope the monitoring of the Unit 1 and Unit 2 Reactor Building Equipment Drain Sump (RBEDS) system into the licensees maintenance rule program. The licensee initiated Condition Report (CR) 2009105110 and 2009105111 to address this issue. The team determined that the licensees failure to scope the RBEDS system into the maintenance rule program was a performance deficiency. This finding is more than minor because it is associated with the equipment performance attribute of the Mitigating Systems cornerstone and adversely affected the cornerstone objective to ensure the availability, reliability and capability of systems that respond to initiating events to prevent undesirable consequences. Specifically, the failure to monitor and establish goals that would have addressed repetitive air operated valve (AOV) failures in the RBEDS system, resulted in a lack of assurance that the system would reliably perform its safety function during a design bases internal flooding event. This finding was assessed using the Phase 1 screening worksheet of the SDP and determined a Phase 3 analysis was required.
