A finding of very low safety significance … A finding of very low safety significance (Green) and associated NCV of10 CFR Part 50, Appendix B, Criterion V, Instructions, Procedures, and Drawings, was identified by the inspectors for the licensees failure to have appropriate maintenance procedures and work instructions in place for certain safety-related inverters. Specifically, the licensee failed to have steps in the routine maintenance procedure (RMP) 9036 series maintenance procedures for periodic replacement of the electrolytic capacitors in the SCI-model inverters as recommended by the vendor. The licensee entered this issue into the corrective action program, scheduled replacement of the capacitors, and was further evaluating the vendor recommendation. The finding was more than minor because, if left uncorrected, the finding would become a more safety significant concern. Not replacing the electrolytic capacitors in the SCI inverters based on the vendor recommended life could result in the failure of the inverter to perform their safety function and respond to initiating events. The issue was of very low safety significance based on a Phase 1 screening in accordance with IMC 0609, Appendix A, A Significance Determination of Reactor Inspection Findings for At-Power Situations,@ dated January 10, 2008.
