At 0945 CDT on August 4, 2011, the TVA Corporate Operations Duty Specialist notified the Browns Ferry Shift Manager that 35 of the emergency sirens (33 in Limestone County and 2 in Morgan County) had been inoperable since 0835 CDT due to loss of power from thunderstorm activity. This constitutes a significant degradation (greater than or equal to 30%, i.e. 35 out of 100 sirens) in the BFN Alert and Notification System and is therefore reportable. At 1002 CDT 14 sirens were restored resulting in 21 sirens being out of service (19 in Limestone County and 2 in Morgan County), and a significant degradation of the BFN Alert and Notification System no longer exists. The following notifications have been made:

State of Alabama at 0950 CDT Local government of Limestone County at 0954 CDT Local government of Morgan County at 0959 CDT NRC Resident at 1005 CDT This 8 hour notification is being made per the reporting requirements specified by 10 CFR 50.72(b)(3)(xiii), 'Any event that results in a major loss of emergency assessment capability, offsite response capability, or offsite communications capability.' The licensee has notified the NRC Resident Inspector.
