UNITED STATES NUCLEAR REGULATORY COMMISSION WASHINGTON, D.C. 20555-0001 ALL AGREEMENT STATES NOTIFICATION OF SCHEDULED DEPLOYMENT OF DATA SYNCHRONIZATION BETWEEN THE WEB-BASED LICENSING (WBL) AND THE NATIONAL SOURCE TRACKING SYSTEM (NSTS) (STC-25-054)
Purpose:
To serve as a reminder to recipients of the previously issued memorandum (STC 039), dated July 22, 2025, regarding the upcoming deployment of a new enhancement that integrates the Web-Based Licensing (WBL) system with the National Source Tracking System (NSTS). This updated communication includes training material for NSTS licensees highlighting the changes and enhancements in NSTS as a result of this effort. Also, a user guide for regulators that outlines the enhancements in both WBL and NSTS. The deployment is scheduled to go live at the end of September 2025.
Background:
Prior to this synchronization effort, NSTS users (such as licensees) could add or update basic license information directly in NSTS. However, this occasionally resulted in data inconsistencies with WBL or with information not authorized on the license, such as discrepancies in Radiation Safety Officer (RSO) contact information. Synchronizing the two systems is necessary to eliminate duplication, improve data accuracy, and streamline the process for managing authorized license information.
Discussion: A one-way synchronization of license information will now flow from WBL to NSTS.
NSTS will be updated three times daily with any applicable WBL license information that has changed since the last synchronization. This process will overwrite NSTS license data with updated WBL data, including basic license information, license contact data, and storage location information. Only active licenses, whether NRC or Agreement State, that authorize NSTS sources will be included in this synchronization. Enhancements to WBL will also identify authorized NSTS source storage locations, including temporary jobsite locations, and populate them in NSTS.
To support data accuracy, built-in validations have been added to WBL to guide users and prevent errors before information is synchronized with NSTS. For example, users will receive warnings if they attempt to remove a location that still has associated sources in NSTS.
Agreement States without WBL access can update license information by either:

Requesting access to WBL, or 2.
Sending updates directly to the NSTS Help Desk at NSTS.Help@nrc.gov.
All updates must reflect the information authorized on the active license. For those States not using WBL, it is especially important to submit all new or amended Category 1 and 2 licenses promptly to License.Submission.Resource@nrc.gov. This ensures that the most current and accurate license information is available in WBL and synchronized to NSTS without delay.

NSTS users will still be able to record transfers; however, they will no longer be able to enter unrecorded locations or enter certain license contact information directly into NSTS. Only temporary jobsite-specific addresses may still be manually entered.
Enclosed are training materials for NSTS licensees (previously distributed by the NSTS Help Desk), highlighting key changes and enhancements, and a user guide for regulators summarizing the enhancements made to both systems.
