ADVANCE NOTIFICATION: DATA SYNCHRONIZATION OF THE WEB-BASED LICENSING (WBL) SYSTEM AND THE NATIONAL SOURCE TRACKING SYSTEM (NSTS)
The U.S. Nuclear Regulatory Commission (NRC) is providing this advance notice to licensees possessing Category 1 or 2 radioactive sources (NSTS licensees) regarding the upcoming deployment of a system enhancement that will integrate the Web-Based Licensing (WBL) system with the National Source Tracking System (NSTS). This enhancement is part of a broader, ongoing effort to modernize and streamline NSTS. Deployment is tentatively scheduled for the end of September 2025.
Whats changing for NSTS licensees?
Following the deployment, NSTS licensees will no longer be able to add license information directly in NSTS, except for entering specific Temporary Job Site (TJS) address locations and additional licensee contacts.
NSTS Main Menu - Unrecorded Information The "Enter Unrecorded License" option will be removed from all NSTS menus and screens.
The Enter Unrecorded Location will also be removed. Location information will be based on what is authorized in the license and pulled directly from WBL.
NSTS Main Menu - License Management The option to Create License and to Update/Delete License have been removed and a new feature, View License, has been added so that a user can now only view the license in NSTS.
Main License Contact Screen All current contacts associated with the license are retrieved from WBL and will appear as view-only in NSTS and the NSTS user cannot modify or delete these contacts in NSTS. This includes:
o Main license contact o RSO contact o ARSO contacts
Any other contacts are editable that the user has previously entered via the Maintain License Contacts screen. These contacts are not stored in WBL; they are only stored in NSTS.
Once the number of additional contacts has been entered and the Add Contacts button is selected, the additional contact information can be entered via the Enter Additional Contact Information screen.
Source Management section - Update Source Information Screen The Temporary Job Site option will now appear in the Location Address dropdown if the license itself authorizes temporary job sites. If not authorized, it will not be available.
o A new hyperlink, Enter Temporary Job Site, will replace the previous Enter Unrecorded Location link. This option will only be enabled if Temporary Job Site is selected in the dropdown. NSTS users can enter a specific TJS address, although it is optional. These addresses will display with a TJS (TJS - ) prefix in the Location Address dropdown listing. These TJS addresses will also appear in the following screens, which previously displayed Enter Unrecorded Locations:

NOTE: Initially, with this deployment, an NSTS user must contact the NSTS Help Desk in order to edit/delete TJS addresses entered in the system.
What do you need to do?
Please be aware and be familiar with these changes and understand that much of the data reflected in NSTS is being provided by the licensing data in WBL. Most of these changes are intuitive and should not impact the routine transactions that users capture in NSTS.
