The proposeu South Texas Project Improved Technical Specifications and Bases are attached. Accompanying the Technical Specifications and Bases are the annotated Current i l

Technical Specifications, a description of changes, and the No Significant Hazards Considerations Determinations and Environmental Determinations for the changes. Additional information is provided that describes the differences between the South Texas Project Impreved Technical Specifications and NUREG 1431 and provides assistance for the Nuclear Regulatory Commission staffin performing the review.

The proposed Technical Specifications substant.111y follow NUREG 1431. Departures from the Westinghouse standard specifications have been made where the South Texas Project design differs from the standard plant and where the South Texas Project current licensing basis provides justification for deviatien. The proposed Technical Specifications also incorporate new required Completion Times for certain systems based on analyses performed using the South Texas Project Probabilistic Safety Assessment. These new required Completion Times are consistent with the design of the South Texas Project, which incorporates three independent I

trains of Engineered Safeguards Features. A topical report supporting the revised Required Completion Times is included in the attachments. j

a Houston Lighting & Power Company south Tem Project Electric Generating Station ST-IIL-AE-5390 Page 2 These proposed Technical Specifications and supporting materials have been developed to address and supersede previous requests for changes to the South Texas Project Technical Specifications, with the exception of the two amendments currently under review by the Nuclear Regulatory Commission staff and two amendments recently issued to the Unit 1 Operating License.

The two proposed amendments under consideration and which have not been included in this submittal were submitted in the following letters:

- Standby Diesel Generator Special Test Exemption, Ref. ST-HL-AE-5076, dated May 1,1995, and subsequently modified by ST-HL-AE-5141 dated August 28, 1995, and ST-HL-AE-5269 dated January 8,1996.

- Steam Generator Tube Repair by Sleeving, Ref. ST-HL-AE-5362, dated May 17, 1996.

The two recently issued ar.;endments which are not reflected in this package were isst.ed as:

- T. W. Alexion to W. T. Cottle, " South Texas Project, Unit 1 - Amendment No.

82 to Facility Operating License No. NPF-76 (TAC No. M94537), dated May 14, 1996.

- T. W. Alexion to W. T. Cottle, " South Texas Project, Unit 1 - Amendment No.

83 to Facility Operating License No. NPF-76 (TAC No. M94535), dated May 22, 1996.

These four changes will be incorporated into the appropriate locations within the submittal, and provided for your review at a later date.

The South Texas Project requests one year from the time of Nuclear Regulatcry Commission approval for the time to implement the new Technical Specifications. This time is required to allow the station to prepare the procedure revisions and other administrative tasks necessary for the effective implementation of the Improved Technical Specifications.

South Texas Project has reviewed the attached proposed amendment pursuant to 10 CFR 50.92 and determined that it does not involve a significant hazards consideration. In addition, South Texas Project has determined that the proposed amendment satisfies the criteria of 10 CFR 51.22(c)(9) for categorical exclusion from the requirement for an environmental assessment.

The South Texas Project Nuclear Safety Review Board has reviewed and approved the proposed South Texas Project Improved Technical Specifications.

The required affidavit, along with the Safety Evaluations (Discussion of Changes) and No Significant Hazards Consideration determinations associated with the proposed changes, and the marked up Technical Specifications are included as attachments to this letter.

I In accordance with 10 CFR 50.91(b), STP is providing the State of Texas with a copy of this proposed amendment.
