In reference 1, the South Texas Project proposed to amend Facility Operating Licenses NPF-76, Unit I and NPF-80, Unit 2 to allow installation of laser welded tube sleeves as an alternative to plugging defective steam generator tubes.

f As part of the Nuclear Regulatory Commission's review of the proposed amendment, l it was noted that the Westinghouse topical reports to be used for the sleeve design, installation, and inspection were discussed in the Safety Evaluation and No Significant Hazards Consideration Determination, but were not specified in the amended Technical Specification pages. Also, the inspection sample size for repaired tubes was not specified, g[)/

Revised Technical Specification pages are attached which specify the Westinghouse topical reports (references 2 and 3 listed above) and specify the inspection sample sizes for repaired tubes.

Listing the Westinghouse topical reports in the Technical Specifications binds the South Texas Project to specific inspection techniques. j they are developed and qualified and request a license amendment if use of the improved inspection techniques is warranted.

In addition, post weld heat treatment of the laser welded sleeves, which is discussed in j the reference 2 as being an option for short term operation, was not specifically discussed in

{

the Safety Evaluation and No Significant Hazards Consideration Determination. For i

clarification, South Texas Project plans to heat treat the welded joints of the laser welded j sleeves to relieve the residual stresses in the weld zone for longer term operation. Heat treatment will be performed as described in references 2 and 3, which were submitted with references 1 and 4, respectively.

The revised Technical Specification pages that are attached to this letter and the above discussion of post weld heat treatment of welded joints do not require a change to the discussion or conclusions of the significant hazards consideration previously submitted. In addition, the conclusion that the proposed amendment satisfies the criteria of  ;

10 CFR 51.22(c)(9) for categorical exclusion from the requirement for an environmental  !

assessment is similarly unafTected.

The required affidavit and marked up Technical Specifications pages are included as attachments to this letter.

In accordance with 10 CFR 50.91(b), South Texas Project is providing the State of Texas with a copy of this proposed amendment.
