February 17, 2026 Week Ending: January 30, 2026 ENCLOSURE C Office of Nuclear Reactor Regulation Items of Interest U.S. Nuclear Regulatory Commission (NRC) Accepted the Grand Gulf Site Early Site Permit (ESP) Renewal Application On January 27, 2026, the U.S. Nuclear Regulatory Commission (NRC) published a notice in the Federal Register accepting the Grand Gulf Site Early Site Permit (ESP) renewal application (Agencywide Documents Access and Management System (ADAMS) Accession No. ML25267A217) for docketing and offering an opportunity to request a hearing and to petition for leave to intervene. The renewed permit would allow a construction permit or combined license application to reference the ESP for an additional 20 years specified in the current permit. The current permit expires on April 5, 2027.

Constellation Announced Management Changes On January 26, 2026, Constellation announced the following management changes, which will take effect no later than February 9, 2026:

Mark Newcomer, currently Senior Vice President, Fleet Services, is transitioning to Senior Vice President of Fleet Growth, a new position overseeing the engineering and project management of fleet power uprates, restart of Crane Clean Energy Center and advancement of new nuclear opportunities.

Matt Herr, Senior Vice President of Mid-Atlantic Operations, is transitioning to Senior Vice President, Fleet Services, overseeing outages, Constellation Generation Solutions and fleet projects.

Dave Lewis, Vice President of Nuclear Engineering, is transitioning to Vice President of Engineering Growth.

Matt Bonanno, Vice President of Nuclear Engineering, will now oversee the remaining Centralized Design Organization in addition to the Strategic and Programs Engineering groups.

Mike Gillin, Limerick Clean Energy Center Site Vice President, is being promoted to Senior Vice President, Mid-Atlantic Operations.

Marty Bonifanti, Peach Bottom Clean Energy Center Site Vice President, is transitioning to Limerick Site Vice President.

NRC and the Federal Energy Regulatory Commission (FERC) Met to Review the Memorandum of Understandings (MOUs)

On January 29, 2026, staff from the NRC and the Federal Energy Regulatory Commission (FERC) met to review the Memorandum of Understanding (MOU) on Critical Energy/Electric Infrastructure Information (CEII) and the Memorandum of Agreement (MOA) on grid stability and physical and cybersecurity. The discussion centered on potential updates to the MOU,

ENCLOSURE C which expires in April 2026, including clarifying CEII communication protocols and eliminating the two-year revision requirement. Staff also agreed to assess the MOA for possible revisions, with updates planned by August 2027.

NRC Hosted a Public Meeting Related to the Reactor Oversight Process (ROP)

On January 29, 2026, NRC staff hosted a public meeting related to the Reactor Oversight Process (ROP). The meeting covered a status update on SECY-25-0045, Recommendations for Revising the ROP, including discussion of SRM-SECY-25-0045. NRC staff also discussed the proposed revisions to the security baseline inspection program and Force-on-Force exercise program and outlined the approach for developing the Advanced Reactor Oversight Process (AROP). Attendees included representatives from the Nuclear Energy Institute (NEI), the industry, and members of the public. The next bi-monthly public meeting on ROP-related matters is tentatively scheduled for March 19, 2026.

On January 30, 2026, the U.S. Nuclear Regulatory Commission (NRC) published a document in the Federal Register (91 FR 4006) confirming the effective date of February 23, 2026, for the direct final rule that was published in the Federal Register on December 8, 2025. The direct final rule amended spent fuel regulations by revising the NAC International, Inc., NAC-UMS Universal Storage System (NAC-UMS) design listing within the List of approved spent fuel storage casks to include Renewed Amendment No. 10, and to revise Renewed Amendment Nos. 5 through 9 to Certificate of Compliance No. 1015. The effective date of February 23, 2026, for the direct final rule published December 8, 2025 (90 FR 56657), is confirmed.

List of Approved Spent Fuel Storage Casks: TN Americas LLC, NUHOMS EOS Dry Spent Fuel Storage System, Certificate of Compliance No. 1042, Amendment No. 5; Direct Final Rule; 10 CFR Part 72 [NRC-2025-1369; RIN 3150-AL55]

On January 28, 2026, the NRC published a document in the Federal Register (91 FR 3635) amending its spent fuel storage regulations by revising the TN Americas LLC, NUHOMS Extended Optimized Storage (EOS) Dry Spent Fuel Storage System listing within the List of approved spent fuel storage casks to include Amendment No. 5 to Certificate of Compliance (CoC) No. 1042. Amendment No. 5 revises the CoC to add a new heat load zone configuration for the EOS-37PTH canister, increasing the maximum heat load to 54 kW per dry shielded canister for storage in the EOS-Horizontal Storage Module and transfer using EOS-Transfer Casks (TC)125/135; clarifies acceptance criteria for minor surface imperfections on high strength low-alloy basket plates in the Updated Final Safety Analysis Report (UFSAR); and makes editorial updates to the UFSAR and Technical Specification revisions to align with Amendment No. 4, improve readability, and correct code references. Comments are requested by February 27, 2026. The companion proposed rule was also published in the Federal Register on January 28, 2026 (91 FR 3683). The direct final rule is effective April 13, 2026.

Approval of American Society of Mechanical Engineers Unconditioned Code Cases; Direct Final Rule; Confirmation of Effective Date; 10 CFR Part 50 [NRC-2024-0163; RIN 3150-AL20]

On January 27, 2026, the NRC published a document in the Federal Register (91 FR 3359) confirming the effective date of January 26, 2026, for the direct final rule that was published in the Federal Register on September 26, 2025. The direct final rule amended the regulations to incorporate by reference a regulatory guide that approved unconditioned code cases published by the American Society of Mechanical Engineers. The action allows nuclear power plant applicants and licensees to use the code cases as voluntary alternatives to engineering standards for nuclear power plant components. The effective date of January 26, 2026, for the direct final rule published September 26, 2025 (90 FR 46319), is confirmed. The incorporation by reference of certain material listed in the regulation is approved by the Director of the Federal Register as of January 26, 2026.

ENCLOSURE D Incorporation by Reference of Institute of Electrical and Electronics Engineers Standard 603-2018; Public Meeting; 10 CFR Part 50 [NRC-2024-0045; RIN 3150-AL06]

On January 27, 2026, the NRC published a document in the Federal Register (91 FR 3393) announcing plans to hold a public meeting to discuss the recently published proposed rule (90 FR 59402) that proposes amending its regulations to incorporate by reference the Institute of Electrical and Electronics Engineers Standard 603-2018, IEEE Standard Criteria for Safety Systems for Nuclear Power Generating Stations, and the accompanying Draft Regulatory Guide (DG) DG-1251, Revision 1, Guidance for the Power, Instrumentation, and Control Portions of Safety Systems for Nuclear Power Plants. The NRC plans to hold the public meeting on February 3, 2026, during the 60-day public comment period.

U.S. Nuclear Regulatory Commission (NRC) Health and Wellness Services On January 27, 2026, contract number 31310026D0001 was awarded to Wolf Lake Services, LLC in Chantilly, VA.
