January 26, 2026 Week Ending: January 16, 2026 ENCLOSURE C Office of Nuclear Reactor Regulation Items of Interest The U.S. Nuclear Regulatory Commission (NRC) Issued Information Notice 2026-01, Degradation of the Carbon Fiber Reinforced Polymer (CFRP) Composite for Piping Repair The U.S. Nuclear Regulatory Commission (NRC) issued Information Notice 2026-01, Degradation of the Carbon Fiber Reinforced Polymer (CFRP) Composite for Piping Repair (Agencywide Documents Access and Management System (ADAMS) Accession No. ML25251A088), signed on January 9, 2026. The purpose is to inform licensees of the operating experience regarding the degradation of the CFRP composite that was installed for piping repair.

NRC Approved TSTF-585, Revise LCO [Limiting Condition for Operation] 3.0.3 to Require Managing Risk On January 13, 2026, NRC approved TSTF-585, Revise LCO [Limiting Condition for Operation]

3.0.3 to Require Managing Risk (ML25260A487). This changes LCO 3.0.3 by replacing the one-hour shutdown preparation time with a requirement to assess and address risk within six hours. If risk is assessed, acceptable, and managed, operation may continue for up to 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> after unplanned entry into LCO 3.0.3. TSTF-585 is suitable for adoption across the operating fleet and will reduce unplanned transients, and operational risk and burden without compromising safety. Approving this as an update to Standard Technical Specifications improves review efficiency, saving time and money for licensees and staff.

NRC Hosted a Public Meeting to Discuss Digital Instrumentation and Controls Regulatory Framework Reform On January 14, 2026, the NRC hosted a public meeting to discuss ongoing efforts to accelerate reform to its digital instrumentation and controls regulatory framework. These efforts aim to support the safe and efficient deployment of modern digital technologies and align with Executive Order 14300 and the ADVANCE Act. During the meeting, the NRC presented its project plan for evaluating recommendations submitted by the Nuclear Energy Institute (NEI).

NEI followed with a presentation providing additional technical and regulatory justification for its recommendations. The session was attended by more than 100 participants, including NRC staff and industry stakeholders.

NRC Staff Issued a Letter Informing Tennessee Valley Authority of the Early Completion of Two Major Review Milestones for the Clinch River Construction Permit Application On January 16, 2026, the staff issued a letter (ML26005A247) informing Tennessee Valley Authority of the early completion of two major review milestones for the Clinch River construction permit application: issuance of the draft supplemental environmental impact statement and completion of the draft safety evaluation report. Both milestones were completed approximately one month ahead of the established review schedule.
