COMPLETION OF REVIEW MILESTONES, TENNESSEE VALLEY AUTHORITY CONSTRUCTION PERMIT APPLICATION, CLINCH RIVER NUCLEAR UNIT 1, CLINCH RIVER NUCLEAR SITE

Dear Mr. Hunnewell:

The purpose of this letter is to communicate the status of the U.S. Nuclear Regulatory Commission (NRC) staffs review of the construction permit (CP) application for Clinch River Nuclear Unit 1 (CRN-1) at the Clinch River Nuclear Site, including completion of the draft safety evaluation and draft supplemental environmental impact statement.

By letters dated April 28, 2025 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML25118A209) and May 20, 2025 (ML25140A062), Tennessee Valley Authority (TVA) submitted both parts of an application for a CP to the NRC. If granted, the CP would allow TVA to construct the CRN-1 nuclear power plant facility, based on the GE Hitachi (GEH) BWRX-300 reactor, at the Clinch River Nuclear Site in Roane County, Tennessee.

The NRC staff acknowledged receipt of both of TVAs two-part application for a CP under Title 10 of the Code of Federal Regulations (10 CFR) Part 50 in the Federal Register (90 FR 24425) on June 10, 2025 (ML25133A184) and NRC accepted both parts of the application for docketing on June 12, 2025 (ML25156A058) and July 9, 2025 (ML25182A151), respectively.

On July 25, 2025, the NRC transmitted a letter to TVA that provided a summary of the review schedule and resource estimate for the detailed review of the application (ML25205A005). The first milestones for both reviews have been met ahead of schedule. The draft supplemental environmental impact statement was issued one month early (ML25274A093), and the draft safety evaluation report was also completed one month ahead of schedule. The NRC appreciates TVAs continued commitment to address outstanding issues and provide necessary information in a timely manner. The NRC staff remains committed to working with TVA to complete its review within the schedule and resource estimate communicated in our July 25, 2025, letter January 16, 2026
