NRC Staff Attended Several Meetings in Fairbanks, Alaska Regarding the Eielson Microreactor Pilot Program During the week of August 25th, 2025, NRC staff attended several meetings in Fairbanks, Alaska regarding the Eielson microreactor pilot program. NRC staff gave presentations on the licensing process to the Fairbanks Economic Development Corporation, Commanding Officer of the 354th Fighter Wing and his staff, the Alaska Department of Environmental Conservation, and the Council for the Alaska Microreactor Program. Other participants included the Defense Logistics Agency, the Department of Energy, and Oklo, who was selected to design, build and operate the proposed microreactor at Eielson Air Force Base. NRC staff also supported an in-person town hall meeting led by the Department of the Air Force, which was attended by approximately 120 participants. During the town hall, the NRC staff participated in a panel discussion, describing the licensing process and answering questions related to the NRC mission and the licensing review process.

The application is for four AP1000 reactors proposed to be located at the President Donald J. Trump Advanced Energy and Intelligence Campus in Carson County, Texas, adjacent to the U.S. Department of Energys Pantex facility. On August 29, 2025, the U.S. Nuclear Regulatory Commission (NRC) published a document in the Federal Register (90 FR 42274) proposing revisions to Section 6.12 of its Enforcement Policy (the Policy). The NRC is proposing to revise the examples provided in the Policy of violations of physical protection requirements for Category 1 and Category 2 quantities of radioactive material. Comments are requested by September 29, 2025.

Revising the Duration of Design Certifications; Direct Final Rule; Confirmation of Effective Date; 10 CFR Part 52 [NRC-2025-0018; RIN 3150-AL26]

On August 26, 2025, the NRC published a document in the Federal Register (90 FR 41503) confirming the effective date of September 15, 2025, for the direct final rule published in the Federal Register (90 FR 28869) on July 2, 2025. The direct final rule amended the NRC's regulations to revise the duration of design certifications (DCs). The action replaced the 15-year duration for DCs with a 40-year duration period, both for existing DCs currently in effect and generically for future DCs. The direct final rule did not change the date of issuance for existing DCs (i.e., the start date by which an existing DC may be referenced remains unchanged). The direct final rule also incorporated a minor editorial correction. The effective date of September 15, 2025, for the direct final rule published July 2, 2025, is confirmed.
