ENCLOSURE C Office of Nuclear Reactor Regulation Items of Interest NRC Held a Hybrid Workshop with Industry Representatives to Discuss NEI's Draft White Paper "Risk Significance of Loss of Coolant Accidents and Justification for a Risk-Informed Transition Break Size."
On May 20 and 21, 2025, NRC held a hybrid workshop with industry representatives to discuss the Nuclear Energy Institutes (NEI) draft white paper "Risk Significance of Loss of Coolant Accidents and Justification for a Risk-Informed Transition Break Size." U.S. Nuclear Regulatory Commission (NRC) staff presented on various topics including Fuel Fragmentation, Relocation, and Dispersal (FFRD), recriticality, and coolability. NEI presented a technical overview of their white paper and plans for several more white paper submittals in the near future. There were over 80 participants from NRC, industry, and the general public. The presentation slides are available in the Agencywide Documents Access and Management System (ADAMS) Accession No. ML25139A489).
Tennessee Valley Authority (TVA) Submitted to NRC the Second, and Final, Part of its Construction Permit Application to Build a BWRX-300 Small Modular Reactor (SMR).
On May 20, 2025, Tennessee Valley Authority (TVA) submitted to NRC the second, and final, part of its construction permit application to build a BWRX-300 small modular reactor (SMR) at the Clinch River Nuclear Site in Oak Ridge, Tennessee (ML25140A062, date to be released not specified). The BWRX-300 is an 870 megawatt-thermal (300 megawatt-electric) water-cooled, natural circulation SMR. Staff plans to conduct a 45-day acceptance review of the application.
NRR Staff Has Implemented a New Leading Indicator for All Licensing Actions in the Operating Reactor Business Line.
In alignment with the new Mission Statement, licensing best practices, and efforts under Section 505 of the ADVANCE Act to improve timeliness, the Office of Nuclear Reactor Regulation (NRR) staff has implemented a new leading indicator for all licensing actions in the operating reactor business line. This indicator requires that estimated review hours and schedules reflect at least a 15percent reduction from historical levels, reinforcing our commitment to more efficient planning and resource use. On May 22, 2025, the staff issued an acceptance review letter to a licensee (ML25142A312) that incorporated this new approach, documenting both the original estimate and the revised, reduced timeline and resource projection.
NRC Staff Hosted a Hybrid Comment-Gathering Public Meeting (Via a Teams Webinar) to Discuss NRCs Initiatives for Addressing Section 505 of the ADVANCE Act Related to Licensing Efficiency.
On May 22, 2025, NRC staff hosted a hybrid comment-gathering public meeting (via a Teams webinar) to discuss NRCs initiatives for addressing Section 505 of the ADVANCE Act related to licensing efficiency. The NRC staff workshopped various licensing efficiency initiatives, rolled out new efficiency measures, and held Q&A sessions with the industry and the public throughout the meeting. The workshop participants included staff from NEI, industry, the Breakthrough Institute, Nuclear Innovation Alliance and the Union of Concerned Scientists. The staff received strong positive feedback from participants, who appreciated the transparency, responsiveness, and approach taken in achieving greater efficiencies.
