License Amendment Request to Revise the Palisades Nuclear Plant Site Emergency Plan to Support Resumption of Power Operations
On May 1, 2024, staff received a license amendment request from Holtec Decommissioning International, LLC (HDI) as part of its proposed regulatory path to restart the Palisades Nuclear Plant (Agencywide Documents Access and Management System (ADAMS) Accession No. ML24122C666). Specifically, HDI is requesting to revise the Palisades Site Emergency Plan and the emergency classification scheme to reflect the resumption of power operations at the site.
EPRIs Topical Report Submittal for their Alternate Licensing Strategy Regarding Loss-of-Coolant Accident Induced Fuel Fragmentation, Relocation, and Dispersal
On April 30, 2024, staff received the Electric Power Research Institutes (EPRIs) Topical Report (TR) submittal for their Alternate Licensing Strategy regarding Loss-of-Coolant Accident induced Fuel Fragmentation, Relocation, and Dispersal. The ADAMS package (ML24121A203) includes EPRIs overall methodology, supplemental material consisting of probabilistic fracture mechanics analysis (xLPR) and cladding rupture evaluations for small and intermediate sized breaks, and their fee exemption request. The staff will begin the TR review process.
Office of Nuclear Reactor Regulation Participated in a Virtual Meeting with Électricité de France (EDF)
On May 2, 2024, staff from the Office of Nuclear Reactor Regulation participated in a virtual meeting with Électricité de France (EDF) to share insights on aging management of buried and other inaccessible components. EDF is preparing its safety case for the French regulator to support potential operation beyond 60 years, and the results of this meeting will inform both EDF and the U.S. Nuclear Regulatory Commission (NRC) efforts to ensure safety decisions on long-term operation are technically sound and informed by international best practices and operating experience.
Staff Issued Revision 9 of BTP 7-19, Guidance for Evaluation of Diversity and Defense-in-Depth in Digital Computer-Based Instrumentation and Control Systems
On May 1, 2024, the staff issued Revision 9 of Branch Technical Position (BTP) 7-19, Guidance for Evaluation of Diversity and Defense-in-Depth in Digital Computer-Based Instrumentation and Control Systems (ML24005A077). The revision to BTP 7-19 was in response to SRM-SECY-22-00076 (ML23145A176) to reflect the change in the Commissions policy on digital instrumentation and controls common cause failures. The Commission directed the NRC staff to complete the final implementing guidance within a year from the date of the SRM (May 25, 2023).

U.S. Nuclear Regulatory Commission Approved Exemption Request from Constellation Energy Generation, LLC to Allow Use of MPC-68M-CBS Canisters at the Quad Cities Nuclear Power Station Unit 1 and Unit 2 ISFSI
On April 30, 2024, the U.S. Nuclear Regulatory Commission staff issued an exemption request to Constellation Energy Generation, LLC for Quad Cities Nuclear Power Station (QCNPS) Unit 1 and Unit 2 independent spent fuel storage installation (ISFSI). QCNPS plans future loading of the MPC-68M-CBS canister, which does not meet the terms, conditions, and specifications in the certificate of compliance for the HI-STORM 100 Cask System. This exemption was issued seven weeks earlier from the requested date, and it would allow the future loading of four MPC-68M-CBS canisters at QCNPS ISFSI beginning in June without restoring compliance. The exemption decision will be published in the Federal Register (ML24086A487).

On April 26, 2024, contract number 31310024P0015 was awarded to Babel Street, Inc. in Reston, VA. The purpose of this contract is to obtain an annual subscription for the Babel Street web-based application to collect, analyze, and monitor information in support of the U.S.
Nuclear Regulatory Commissions safety and security mission. The period of performance is from April 29, 2024, through April 28, 2025, with four option periods. The total potential value of the contract can be up to $523,636.41.
