STAFF REQUIREMENTS - SECY-20-0008, SECY 0028, AND SECY-23- 0016 RELATED TO NUREG/BR- 0058
The Commission has approved the staffs request to withdraw the following SECY papers:
- SECY-20- 0008 - Draft Final NUREG/BR- 0058, Revision 5, Regulatory Analysis Guidelines of the U.S. Nuclear Regulatory Commission
- SECY-22- 0028 - Appendices to NUREG/BR- 0058, Revision 5, Regulatory Analysis Guidelines o f the U.S. Nuclear Regulatory Commission
- SECY-23- 0016 - Appendices K a nd L to NUREG/BR- 0058, Revision 5, Regulatory Analysis Guidelines o f the U.S. Nuclear Regulatory Commission
The staff should update NUREG/BR-0058 to be consistent with the recently revised (November 2023) Office of Management and Budget Circular No. A-4 and the revised Government Accountability Office cost estimating guidelines (2020), such that the staff will have the most up-to-date guidance for performing regulatory analyses to support policy decision-making. After making the necessary updates, the staff should consolidate the guidance transmitted by the three Commission papers into a single manuscript, solicit public comment on the complete NUREG, respond to public comments received, and transmit the revised NUREG/BR-0058 to the Commission.
The revised final guidance should be provided as an Information paper no less than 10 working days prior to its issuance by the staff, with the following exception. The staff should provide the updated guidance on consideration of qualitative factors in regulatory decision-making to the Commission as a Notation Vote paper (Appendix A to draft NUREG/BR- 0058, Revision 5, in SECY-20- 0008 had been the staffs draft of this guidance).
