Cooper Nuclear Station Emergency License Amendment

On April 5, 2024, the staff issued an Emergency License Amendment for Cooper Nuclear Station (Agencywide Documents Access and Management System (ADAMS) Accession No. ML24096A120). The plants current design configuration of the Turbine Stop Valve position switches, that input to the Reactor Protection System, does not meet channel independence criteria. The amendment provides a temporary footnote that allows the licensee to not enter the associated Technical Specification Limited Condition for Operation until the channel condition is resolved no later than startup from the next refueling outage scheduled for Fall 2024. This Emergency License Amendment is in response to a Notice of Enforcement Discretion granted on March 29, 2024.

U.S. Nuclear Regulatory Commission (NRC) Issued Amendments for McGuire Nuclear Station to Adopt Technical Specifications Task Force (TSTF) Traveler TSTF-505 and to Implement 10 CFR 50.69

On March 26 and April 8, 2024, respectively, the U.S. Nuclear Regulatory Commission (NRC) issued amendments for McGuire Nuclear Station to adopt Technical Specifications Task Force (TSTF) Traveler TSTF-505 for risk-informed completion times (CTs) of Technical Specifications (TS) limiting condition for operation (LCOs) (ML24031A540), and to implement 10 CFR 50.69 for risk-informed categorization and treatment of structures, systems, and components (SSCs)

(ML24052A306). The TSTF-505 amendment adds substantial flexibility by providing for up to a 30-day backstop for TS LCO CTs. The 10 CFR 50.69 amendment allows the implementation of a process for categorizing and special treatment of SSCs using risk. The advancement of the licensees Probabilistic Risk Assessment to support these initiatives will add substantial opportunities to enhance the use of risk in licensee programs and operations. Including the McGuire approvals, the NRC has issued 32 TSTF-505 amendments and 35 10 CFR 50.69 amendments for nuclear power plants.

NRC Accepted an Initial License Renewal Application (LRA) from Constellation Energy Group Requesting an Additional 20 Years for the Renewed Operating License of Clinton Power Station

On April 12, 2024, the staff accepted an initial license renewal application (LRA) from Constellation Energy Group requesting an additional 20 years for the renewed operating license of Clinton Power Station (CPS), Unit 1. If approved for initial license renewal, CPS will extend its license to April 17, 2047. The review is scheduled for 20 months with an estimated total of 17,000 hours0 days <br />0 hours <br />0 weeks <br />0 months <br />.

List of Approved Spent Fuel Storage Casks: FuelSolutions' Spent Fuel Management System, Certificate of Compliance No. 1026, Renewal of Initial Certificate and Amendment Nos. 1 Through 4 On April 8, 2024, the acting Executive Director of Operations signed a direct final rule (Agencywide Documents Access and Management System (ADAMS) Accession No. ML24019A054) and a companion proposed rule (ML24019A052) to renew the FuelSolutions' Spent Fuel Management System initial certificate of compliance and Amendment Nos. 1 through 4 for 40 years. The renewal would revise the certificates conditions and technical specifications to address aging management activities related to the structures, systems, and components important to safety of the dry storage system to ensure that these will maintain their intended functions during the period of extended storage operations. The direct final rule and companion proposed rule will be forwarded to the Office of the Federal Register on April 16, 2024, for publication on or about April 22, 2024.

The renewal changes the certificates conditions and technical specifications to address aging management activities related to the structures, systems, and components important to safety of the dry storage system to ensure that these will maintain their intended functions during the period of extended storage operations. The direct final rule and companion proposed rule will be forwarded to the Office of the Federal Register on April 17, 2024, for publication on or about April 23, 2024.
