Office of Nuclear Reactor Regulation Items of Interest Week Ending December 8, 2023 NRC Staff Issued Information Notice 2023-05, Discontinuation of the U.S. Nuclear Regulatory Commissions Recognition of the American Board of Radiologys Certification Processes On November 30, 2023, the U.S. Nuclear Regulatory Commission (NRC) issued Information Notice 2023-05, Discontinuation of the U.S. Nuclear Regulatory Commissions Recognition of the American Board of Radiologys Certification Processes (Agencywide Documents Access and Management System (ADAMS) Accession No. ML23304A144). The purpose is to inform addressees of the discontinuation of the NRCs recognition of the American Board of Radiology certification processes and to remind addressees about the existing pathways for authorization under Title 10 of the Code of Federal Regulations (10 CFR) Part 35, Medical Use of Byproduct Material.

NRC Staff Issued Information Notice 2023-06, Emergency Telecommunication Services Changes On December 6, 2023, the NRC issued Information Notice 2023-06, Emergency Telecommunication Services Changes (ML23289A249). The purpose is to inform addressees of NRCs plans to ensure the incident response program communication lines between the Headquarters Operation Officer and licensees remain functional.

NRC Staff Held a Pre-Submittal Meeting with Holtec Decommissioning International, LLC to Discuss Plans to Submit License Amendment to Restore the Operational Technical Specifications as Part of Regulatory Path to Restart Palisades Nuclear Power Plant On December 5, 2023, the Office of Nuclear Reactor Regulation (NRR) and the Office of Nuclear Material Safety and Safeguards staff held a public pre-submittal meeting with Holtec Decommissioning International, LLC (HDI) to discuss their plan to submit a license amendment request to restore the operational technical specifications as part of their regulatory path to potentially request reauthorization of power operation at the Palisades Nuclear Power Plant (ML23334A188). During the meeting, the staff provided feedback on the planned application, including questions about HDIs plan to have two submittals related to the technical specifications. Approximately 60 people attended the meeting, which included board members of local townships in Michigan, as well as members representing Beyond Nuclear and Dont Waste Michigan organizations.

NRR Staff Participated in the Institute of Nuclear Power Operations New Radiation Protection Manager Seminar On December 6-7, 2023, NRR staff participated in the Institute of Nuclear Power Operations (INPO) New Radiation Protection Manager Seminar at the INPO Office in Atlanta, GA. The staff provided an overview of the NRCs radiation protection regulatory framework and insights into the inspection and assessment of radiation safety performance at operating nuclear power DECEMBER 18, 2023 ENCLOSURE C

plants. The staff discussed inspection experience and reviewed the process for dispositioning inspection findings using examples involving radiological hazard control and radiological material transportation. Attendees and representatives from INPO provided positive feedback and expressed their appreciation of the staffs participation in this seminar.

Holtec Decommissioning International, LLC Submitted a License Transfer Application as Part of Proposed Regulatory Path to Restart Palisades Nuclear Plant On December 6, 2023, Holtec Decommissioning International, LLC (HDI), submitted a license transfer application as part of its proposed regulatory path to restart Palisades Nuclear Plant.

HDI is requesting to transfer operating authority to a new organization, Palisades Energy LLC (OPCO). OPCO would be an indirect, wholly owned subsidiary of Holtec International (Holtec),

formed, staffed, and resourced by Holtec specifically for power operations at Palisades.

NRC Staff Participated in the Idaho National Laboratory/Department of Energy Light Water Reactor Sustainability Program Plant Modernization Stakeholder Meetings On December 5-7, 2023, staff from the Office of Nuclear Regulatory Research, the Office of Nuclear Security and Incident Response, and NRR participated in the Idaho National Laboratory (INL)/ Department of Energy (DOE) Light Water Reactor Sustainability Program Plant Modernization (PM) Stakeholder Meetings. The meetings provided an introduction and overview of PM Pathway research and how it supports the broad range of nuclear plant modernization needed for competitiveness while sustaining excellent performance. During the Data Analytics for Nuclear Plant Innovation session, the NRC staff presented regulatory perspectives on implementation of artificial intelligence as plants begin to modernize. Along with the NRC, other participating entities included DOE, INL, power reactor utilities, and various commercial laboratories.
