NRR Released the Draft White Paper on Micro-Reactor Licensing and Deployment Considerations
On August 29, 2023, the Office of Nuclear Reactor Regulation (NRR) released the draft white paper, Micro-Reactor Licensing and Deployment Considerations: Fuel Loading and Operational Testing at a Factory (Agencywide Documents Access and Management System (ADAMS)
Accession No. ML23236A598 and ML23236A597), which discusses considerations for licensing fuel loading and operational testing for micro-reactors at a factory and related topics. The draft white paper will support a public meeting with stakeholders in mid-September, which will inform the final development of a related notation vote paper. The staff will update the Office of the Advisory Committee on Reactor Safeguards on these micro-reactor topics during planned interactions in October.
NRC Staff Held an Observation Public Meeting to Discuss Workload Management, Licensing Performance, and Licensing Process Observations Following the April 2023 Regulatory Issues Task Force Meeting
On August 23, 2023, the U.S. Nuclear Regulatory Commission (NRC) staff held a virtual, observation public meeting to discuss workload management, licensing performance, and licensing process observations following the April 2023 regulatory issues task force (RITF) meeting (ML23125A030). The meeting had over 30 attendees. The staff provided highlights of its data-driven licensing and workload management processes in response to the observations provided at the April 2023 RITF. NRC staff facilitated discussions and invited additional feedback with stakeholders, which included Nuclear Energy Institute, Southern Nuclear Operating Company, Entergy, Energy Northwest, and Excel Services Corporation.
NRC Staff was Notified of a Temporary Change in Management at Westinghouse Electric Company
On August 28, 2023, NRC staff was notified of a temporary change at Westinghouse Electric Company. Jill Redmon, Westinghouse Executive Vice President (EVP) of Quality, Environment, Health, and Safety (QEHS) and Chief Quality Officer (CQO), has taken a temporary leave of absence. The EVP for QEHS is responsible for Westinghouses global regulatory affairs and employee concerns program in addition to CQO responsibilities. Rick Easterling will serve as the acting leader of QEHS and acting CQO. Rick will report to Patrick Fragman, Westinghouse President and Chief Executive Officer.
NRC finalized Regulatory Issue Summary (RIS) 2014-06 Consideration of Current Operating Issues and Licensing Actions in License Renewal
On August 29, 2023, Revision 1 to Regulatory Issue Summary (RIS) 2014-06 Consideration of Current Operating Issues and Licensing Actions in License Renewal was finalized. The RIS was revised to provide additional clarity on current operating experience and other technical information considered by the NRC staff in the license renewal process.
SEPTEMBER 11, 2023 ENCLOSURE C NRC Staff Held a Public Pre-submittal Meeting with Holtec Decommissioning International, LLC to Discuss their Regulatory Path to Potentially Request Reauthorization of Power Operation at the Palisades Nuclear Power Plant
On August 29, 2023, NRR and the Office of Nuclear Material Safety and Safeguards (NMSS) staff held a public pre-submittal meeting with Holtec Decommissioning International, LLC (HDI) to discuss their plan to submit an exemption request as part of their regulatory path to potentially request reauthorization of power operation at the Palisades Nuclear Power Plant (ML23235A240). During the meeting, the staff provided feedback on the planned application, including questions about HDIs intent to request a categorical exclusion under 10 CFR 51.22.
HDI also stated its desire to transition from a decommissioned plant to an operating plant by August 2025. Approximately 130 people attended the meeting which included board members of local townships in Michigan, as well as members representing the Beyond Nuclear and Dont Waste Michigan organizations.
Oklo Announced that it had Received a Notice of Intent to Award a Contract to Site, Construct, and Operate a Power Reactor at Eielson Air Force Base
On August 31, 2023, Oklo announced that it had received a Notice of Intent to Award a contract from the Defense Logistics Agency (DLA) Energy, on behalf of the Department of Air Force (DAF), to site, construct, and operate a power reactor at Eielson Air Force Base (AFB). This award supports the DAF Micro-Reactor Pilot Program. If awarded, Oklo would own and operate the reactor and provide steam and electricity to Eielson AFB through a power purchase agreement established between Oklo and DLA Energy by the end of 2027. The NRC staff is supporting pre-application engagement activities with Oklo in its efforts to site, construct, and operate an Aurora X power reactor at the Idaho National Laboratory and is working with Oklo to understand how the Micro-Reactor Pilot Program will affect ongoing and subsequent licensing activities.
NRC Staff Attended Several Meetings in Fairbanks, Alaska Regarding the Eielson Micro-Reactor Pilot Program
During the week of August 27, 2023, NRC staff attended several meetings in Fairbanks, Alaska regarding the Eielson Micro-Reactor Pilot Program. NMSS and NRR staff gave presentations on the NRC licensing process to the Fairbanks Chamber of Commerce, Commanding Officer of the 354th Fighter Wing and his staff, Tanana Chiefs Conference staff, the Alaska Department of Environmental Conservation, and the Council for the Alaska Micro-Reactor Program. Other participants included the Defense Logistics Agency and the Department of Energy. On August 31, 2023, the NRC staff participated in a public meeting led by the Hon. Dr. Ravi Chaudhary, Assistant Secretary of the Air Force for Energy, Installations, and Environment. The Air Force discussed the strategic importance of the program, the expected timeline, and announced the intent to award the contract to Oklo, Inc.
