Wolf Creek Generating Station Agreed to Make the Final International Atomic Energy Agency Operational Safety Review Team Report Public

On August 7, 2023, Wolf Creek Generating Station agreed to make the final International Atomic Energy Agency (IAEA) Operational Safety Review Team (OSART) report public. The NRC staff will make the report publicly available in the Agencywide Documents Access and Management System (ADAMS). The IAEA conducted an OSART mission at Wolf Creek from March 6 - 23, 2023. A follow-up mission is typically conducted approximately 18 months following the mission.

NRC Staff Held a Hybrid Annual Meeting with GE Hitachi-Americas/Global Nuclear Fuels-Americas to Discuss Fuel Performance and Future Plans

On August 8-9, 2023, NRC staff held a hybrid annual meeting with GE Hitachi-Americas (GEH-A)/Global Nuclear Fuels-Americas (GNF-A) to discuss fuel performance and future plans. On August 8, 2023, GEH-A/GNF-A provided updates on fuel performance, the accident tolerant fuel program, higher burnup (HBU) and higher enrichment for low-enrichment uranium plus (LEU+)

PRIME LEU+/HBU licensing, ARMOR coated cladded system, BWRX-300 technology, and an overview of the planned submittals. On August 9, 2023, the staff that attended the meeting in-person in Wilmington, NC, participated in a tour of the facility.

Duke Energy Informed the NRC that they Intend to Submit an Early Site Permit Application for Belews Creek

On August 16, 2023, Duke Energy submitted a public letter of intent ADAMS Accession No. ML23228A149) informing the NRC they intend to submit an Early Site Permit (ESP) application for an advanced nuclear plant at the Duke Energy Belews Creek steam plant in Stokes County, NC. The letter states that if a decision to build a new nuclear plant at the site is made, the online date is expected by 2035. The letter further states that the ESP application will be submitted by August 31, 2025, and will use the plant parameter envelope concept. The NRC staff will continue to engage in preapplication activities with Duke Energy to support the planned application.

NRC Staff Issued an Emergency License Amendment for Fermi Unit 2 to Adopt Technical Specifications Task Force (TSTF) Traveler TSTF-568, Revision 2, Revise Applicability of BWR/4 TS 3.6.2.5 and TS 3.6.3.2.

On August 17, 2023, the NRC staff issued an Emergency License Amendment for Fermi Unit 2 to adopt Technical Specifications Task Force (TSTF) Traveler TSTF-568, Revision 2, Revise Applicability of BWR [boiling-water reactor]/4 TS 3.6.2.5 and TS 3.6.3.2. DTE Electric Company submitted the amendment request on an emergency basis to address an emergent plant condition related to unidentified leakage within primary containment. Specifically, implementation of the license amendment will allow the licensee additional time at power to enter containment and correct the leakage without requiring a reactor shutdown.

NMSS Staff Received License Renewal Application from National Institute of Standards and Technology On August 10, 2023, the staff received an application, dated August 8, 2023 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML23221A162), for the renewal of license number SNM-362 for the U.S. Department of Commerce, National Institute of Standards and Technology (NIST). Under the license, NIST is authorized to use radioactive sources for research and development, calibration and testing, and training activities. If approved by the staff, the license will be renewed for a period of 10 years.

NRC Amends Financial Protection Requirements for Certain Reactors On August 14, 2023, the Executive Director for Operations signed a final rule (ML23158A173) to amend the NRCs financial protection requirements for certain reactors at 10 CFR 140.11 to adjust for inflation the maximum total and annual standard deferred premiums specified in the Price-Anderson Act. The inflation adjustment issued in this final rule is based on the change in the Consumer Price Index between March 2019 and April 2023. The final rule will be forwarded to the Office of the Federal Register on August 29th for publication on or about September 5, 2023. The rule will be effective upon publication.
