This product was used as an aerial spray to decontaminate both the atmosphere as well as equipment on the ground. This product was a unique/proprietary low-pH/acidic solution most likely referred to as Sorber acid or Sorbitrol, and it was invented by Kenneth Howard Sorber. His possible company affiliations include Sorber Chemical, Sorco Corporation, ChemStar, and possibly others. Please let me know if you'd like any additional input/info., or if there is another division of the U.S. Government that I should also contact with a FOIA request for this information.

NRC Held a Public Meeting with Nuclear Energy Institute (NEI) to Discuss Opportunities to Increase Efficiencies on the Subsequent License Renewal (SLR) Application Reviews

On August 18, 2023, the U.S. Nuclear Regulatory Commission (NRC) held a public meeting with Nuclear Energy Institute (NEI) to discuss opportunities to increase efficiencies on the subsequent license renewal (SLR) application reviews. Both NRC and NEI presented ways the SLR review could be more efficient, which included actions by the NRC and the applicants.

Follow-up meetings will be held periodically (every 2 or 3 months) to discuss the topic and provide updates on progress.

Eden Radioisotopes, LLC (Eden) Submitted a Notice of their Intent to Submit a Construction Permit and Subsequent Operating License Application for a Medical Isotope Production Facility

On August 21, 2023, Eden submitted a notice of their intent to submit a construction permit and subsequent operating license application for a medical isotope production facility under 10 CFR Part 50 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML23230B208). Eden plans for pre-application engagement with the staff in October 2023 and intends to submit the application in the second quarter of CY 2024. This is a schedule change from the anticipated submittal date in FY25, and the staff will make the necessary resource adjustments to accommodate this early submittal.

NRR Participated in a Panel Discussion at the Joint Session of the Pressurized Water Reactor Owners Group / Boiling Water Reactor Owners Group (PWROG/BWROG)

Licensing Committees

On August 16, 2023, the Office of Nuclear Reactor Regulation (NRR) management and staff participated in a panel discussion at the joint session of the PWROG/BWROG licensing committees. Topics discussed included: the regulatory outlook for the NRC and the industry focusing on increasing the scope of risk informed technical specifications (TS) and TS modernization. Other topics included treating TS as data vs paper, the potential for future power uprates, and expanding the use of risk-informed TS completion times. The industry indicated potential submittals of license amendment requests using the risk-informed process for evaluations.

Dominion Energy South Carolina Submitted a Subsequent License Renewal Application for Virgil C. Summer Nuclear Station

On August 17, 2023, Dominion Energy South Carolina submitted a subsequent license renewal application (SLRA) for Virgil C. Summer Nuclear Station (V.C. Summer), requesting an additional 20 years beyond the current license expiration date. The V.C. Summer initial renewed license expires on August 6, 2042, for Unit 1. V.C. Summer is the 9th plant to submit an SLRA.

SEPTEMBER 5, 2023 ENCLOSURE C NRR Staff and the Industry-led Technical Specifications Task Force (TSTF) Conducted their Quarterly Meeting

On August 24, 2023, NRR staff and the industry-led Technical Specifications Task Force (TSTF) conducted their quarterly meeting, as noticed in ADAMS under Accession No. ML23222A188. Participants discussed a broad list of topics, including progress of the NRC staff review of active TSTF Travelers and the status of the revision to the standard technical specifications for the Westinghouse AP1000 plant design. Participants also discussed potential technical specification changes to further incorporate risk insights including: a proposed TSTF Traveler to revise the reactor coolant system pressure isolation valve leakage testing frequency and technical issues related to single failure protection and operability. The next TSTF quarterly meeting is planned for November 2023.

American Society of Mechanical Engineers 2021-2022 Code Editions: Proposed Rule; Correction; 10 CFR Part 50 (NRC-2018-0289; RIN 3150-AK21)

On August 21, 2023, the U.S. Nuclear Regulatory Commission (NRC) published a notice in the Federal Register (88 FR 56780) correcting the preamble of a proposed rule that was published in the Federal Register on August 8, 2023 (88 FR 53384), to amend its regulations to incorporate by reference the 2021 Edition of the American Society of Mechanical Engineers Boiler and Pressure Vessel Code and the 2022 Edition of the American Society of Mechanical Engineers Operation and Maintenance of Nuclear Power Plants, Division 1: OM Code: Section IST, for nuclear power plants. This action is necessary to correct an editorial error to include reference to missing standards. The correction is effective August 21, 2023.

Miscellaneous Corrections: Final Rule; 10 CFR Parts 1, 2, 26, 32, 40, 50, 51, 52, 72, and 73

On August 24, 2023, the NRC published a notice in the Federal Register (88 FR 57873) amending its regulations to make miscellaneous corrections. These changes include updating organizational information, revising an address, and correcting reference, spelling, and grammatical errors. The amendments also make updates to replace gendered terms with inclusive, gender-neutral language. This document is necessary to inform the public of these non-substantive amendments to the NRC's regulations. This final rule is effective on September 25, 2023.
