Office of Nuclear Reactor Regulation Items of Interest Week Ending July 28, 2023 Twentieth Anniversary of the Technical Specifications Task Force as a Joint Owners Group Activity July 21, 2023, was the twentieth anniversary of the Technical Specifications Task Force (TSTF) as a joint Owners Group activity. Thirty years ago, in 1993, the TSTF, began as the "Lead Plant Group," with representatives from the first plants to convert to the Standard Technical Specifications (STS). The current membership is made up of the Boiling Water Reactor Owners Group and Pressurized Water Reactor Owners Group (PWROG) Licensing Committee chairpersons, and 3 additional PWROG members, representing Combustion Engineering, Babcock & Wilcox, and Westinghouse AP1000 plant designs. Excel Services is the program manager. The TSTF works collaboratively with the Office of Nuclear Reactor Regulation (NRR)
Technical Specifications Branch to develop generic changes to the STS (over 600 total) to solve technical issues, adapt to emerging technologies, and promote the correct and consistent application of Technical Specifications. Currently, there are nine such changes under review with several more in development. In 2022, the NRR approved 107 license amendments to adopt approved travelers.
NRC and the Department of Energys Office of Clean Energy Demonstrations Supported a Government-to-Government Meeting in Cheyenne, WY with State Legislators and Other State Officials Related to TerraPowers Natrium Demonstration Reactor On July 24, 2023, staff from the U.S. Nuclear Regulatory Commission (NRC) and the Department of Energys (DOE) Office of Clean Energy Demonstrations supported a government-to-government meeting in Cheyenne, WY with state legislators and other state officials. NRC and DOE provided an overview of each agencys activities related to TerraPowers proposed Natrium demonstration reactor in Kemmerer, WY. The NRC staff successfully fielded several questions regarding the difference between preconstruction and construction activities, the timing and location of various external stakeholder interactions involved in the licensing process, and the relationship between NRC and DOE National Environmental Policy Act actions that need to be completed for the Natrium project. The NRC staff expects to provide continued support to the state as it evaluates its own industrial siting processes in preparation for the Natrium project.
The Nuclear Energy Institute Submitted Draft NEI 20-07, Revision E, Guidance for Addressing Common Cause Failure in High Safety-Significant Safety-Related Digital
[Instrumentation and Control] I&C Systems, for NRC Review On July 24, 2023, Nuclear Energy Institute (NEI) submitted draft NEI 20-07, Revision E, Guidance for Addressing Common Cause Failure in High Safety-Significant Safety-Related Digital I&C Systems. NEI has requested review of the draft (Agencywide Documents Access and Management System Accession No. ML23205A193), requested withholding from public disclosure the draft (ML23205A187), and requested exemption from fees (ML23205A192). The NRC staff will act on NEIs fee exemption request first because any time charged for work on AUGUST 4, 2023 ENCLOSURE C
pre-submittal activities, review, and endorsement of NEI 20-07 is fee billable until an exemption has been signed by the Chief Financial Officer.
NRR Issued the 10 CFR 52.103(g) Finding for Vogtle Unit 4 On July 28, 2023, NRR issued the 10 CFR 52.103(g) finding for Vogtle Unit 4. The finding is based on the staffs determination that Southern Nuclear Operating Company (SNC) successfully completed all of the inspections, tests, analyses, and acceptance criteria in Appendix C of the Vogtle Unit 4 combined license. This finding, only the second ever to be issued under the Part 52 licensing process, allows SNC to load fuel and begin operation of Vogtle Unit 4 in accordance with the terms and conditions of the license.

On July 27, 2023, the U.S. Nuclear Regulatory Commission (NRC) published in the Federal Register (88 FR 48688) the semiannual regulatory agenda (the Agenda) in accordance with Public Law 96-354, The Regulatory Flexibility Act, and Executive Order 12866, Regulatory Planning and Review. The NRCs Agenda is a compilation of all rulemaking activities on which we have recently completed action or have proposed or are considering action. Comments are requested by August 28, 2023.

On July 24, 2023, contract number NNG15SC20B/31310023F0091 was awarded to Sterling Computers Corporation in North Sioux City, SD. The purpose of this contract is to procure equipment to support three (3) VTC conference rooms located at the U.S. Nuclear Regulatory Commission (NRC) Headquarters and an NRC Regional Office located in Arlington, Texas. The period of performance is from July 24, 2023, through July 23, 2024, with no option periods. The total potential value of the contract can be up to $545,976.22.
