Items of Interest Week Ending January 20, 2023 Public Meeting on the Reactor Oversight Process On January 18, 2023, the U.S. Nuclear Regulatory Commission staff hosted a public meeting related to the Reactor Oversight Process (ROP) to discuss: A general status of ongoing ROP enhancement activities, an update from the Office of Enforcement on the policy for dispositioning Title 10 of the Code of Federal Regulations Part 37 violations with respect to large components and robust structures, and revisions to inspection procedures related to Commercial Grade Dedication and Age-Related Degradation (Agencywide Documents Access and Management System Accession No. ML23005A282). Representatives from the Nuclear Energy Institute provided insights on the Problem Identification and Resolution inspection program (ML23013A078) following their review of SECY-22-0087, Recommendation for Problem Identification and Resolution Team Inspection Frequency.

Items of Interest Week Ending January 20, 2023 Joint NRC-Agreement State Working Group Hosted Virtual Public Meeting to Discuss Recently Revised Inspection Manual Chapter 2602, Decommissioning Oversight and Inspection Program for Fuel Cycle Facilities and Materials Licensees and Associated Inspection Procedures.

On January 17, 2023, the joint U.S. Nuclear Regulatory Commission (NRC)-Agreement State Working Group responsible for updating the fuel cycle, uranium recovery, and materials decommissioning inspection program hosted a virtual public meeting to discuss the recently revised Inspection Manual Chapter (IMC) 2602 and associated inspection procedures (effective date December 30, 2022). Topics for discussion included changes to the inspection program and the addition of three new inspection procedures. Approximately 50 stakeholders including Agreement States and industry attended the meeting. A follow up training session was scheduled on January 19, 2023, for NRC and Agreement State inspectors to discuss IMC 2602 and associated inspection procedures.

U.S. NRC Hosted a Virtual Public Scoping Meeting for a Proposed License Renewal for Comanche Peak Nuclear Power Plant Seeking to Add 20 years to the Current Operating Licenses of Comanche Peak Units 1 and 2.

On January 17, 2023, NRC hosted a virtual public scoping meeting for a proposed license renewal (LR) for Comanche Peak Nuclear Power Plant. The proposed LR seeks to add an additional 20 years to the current operating licenses of Comanche Peak Units 1 and 2 from 2030 and 2033 to 2050 and 2053, respectively. The scoping meeting was attended by over 140 members of the public, including local government officials from the Glen Rose, TX area. While local officials expressed support for license renewal and continued operation, other participants were opposed to license renewal. Comments in opposition included concerns about water resources for plant operation and safety issues such as seismic activity from fracking and aging plant infrastructure, and support for alternative energy sources.

U.S. NRC Staff Participated in a Virtual First Quarterly Meeting Hosted by the Department of Air Force on the Council for the Alaska Micro-reactor Program, and Gave a Presentation on the NRC and its Licensing Process.

On January 18, 2023, NRC staff participated in a virtual first quarterly meeting hosted by the Department of Air Force (DAF) on the Council for the Alaska Micro-reactor Program. NMSS and NRR staff gave a brief presentation on the NRC and its licensing process. Other speakers included the Defense Logistics Agency, the Department of Energy (DOE), and the Commissioner of the Alaska Department of Environmental Conservation. Attendees included the Alaska Governors office, representatives of Alaska Native groups, and local members of Alaskan communities. NRC staff and management will continue coordinating with Department of Defense, DAF, DOE, the State of Alaska, Native Alaskans, and local governments on the DAFs micro-reactor program.

NuScale Small Modular Reactor Design Certification: Final Rule; 10 CFR Part 52 [NRC-2017-0029; RIN 3150-AJ98]

On January 19, 2023, the NRC published a final rule in the Federal Register (88 FR 3287) amending its regulations to certify the NuScale standard design for a small modular reactor.

Applicants or licensees intending to construct and operate a NuScale standard design may do so by referencing this design certification rule. The final rule is effective February 21, 2023.
