Office of Nuclear Reactor Regulation (NRR)

NRC Office of Nuclear Reactor Regulation Staff Participates in the INPO New Radiation Protection Manager Seminar On December 7, 2022, NRR staff participated in the Institute of Nuclear Power Operations (INPO) New Radiation Protection Manager Seminar at the INPO Office in Atlanta, GA. The staff provided an overview of the U.S. Nuclear Regulatory Commissions (NRCs) radiation protection regulatory framework and insights into the inspection and assessment of radiation safety performance at operating nuclear power plants. The staff discussed recent inspection issues and reviewed the process for dispositioning inspection findings using recent examples involving radiation monitoring and radiation material transportation. Attendees and representatives from INPO provided positive feedback and expressed their appreciation of the staffs participation in this seminar.

NRC to Host Public Meeting on Diablo Canyon License Renewal On December 8, 2022, a public meeting with Diablo Canyon will be held to discuss technical issues as they prepare information to submit to the NRC in support of license renewal. Although the licensee will be present at headquarters, the meeting will be conducted in a hybrid format to allow observation and participation by California stakeholders.

NRC Issues Acceptance Letter for Limerick Digital Instrumentation and Controls License Amendment Requests On December 9, 2022, NRC staff issued a letter (Agencywide Documents and Access Management System Accession No. ML22339A064) to Constellation Energy Generation, LLC, (CEG) accepting for review (i.e., docketing) the Limerick Generation Station, Units 1 and 2 (Limerick) digital instrumentation and controls license amendment requests. In the letter, the NRC staff listed information that CEG needs to provide to the NRC staff to complete the review of its amendment requests. The Limerick amendment requests were submitted by Constellation Energy on September 26, 2022. The proposed amendment requests would permit the use of a new single digital instrumentation and control system to replace analog instrumentation of the reactor protection system, nuclear steam supply shutoff system, emergency core cooling system, reactor core isolation cooling system, and end-of-cycle recirculation pump trip at Limerick.

X-energy Merges and Continues Activities with NRC Staff On December 6, 2022, X-energy, LLC announced that it would merge with Ares Acquisition Corporation, a publicly traded special purpose acquisition company. The merger, expected to be completed in the second quarter of 2023, would establish a publicly traded company valued at approximately $2 billion. The combined company will be named X-energy, Inc. and listed on the New York Stock Exchange following completion of the merger. X-energy received an award of approximately $1.2B through the Department of Energys Advanced Reactor Demonstration Program as part of a cost-sharing agreement to develop, build, and demonstrate operation of its Xe-100 high temperature gas reactor. X-energy is currently engaged in pre-application activities with the NRC staff in support of future licensing of its Xe-100 reactor design. X-energys license application for its TRISO-X fuel fabrication facility is currently under review by the NRC staff.

Notice of Request for Public Comment on draft NUREG-2212 On December 8, 2022, a notice requesting public comments on the draft NUREG-2212, Standard Review Plan for Applications for 10 CFR Part 70 Licenses for Possession and Use of Special Nuclear Materials of Critical Mass but Not Subject to the Requirements in 10 CFR part 70, Subpart H, was published in the Federal Register (87 FR 75295) with a 60-day comment period. The public comment period closes on February 6, 2023.
