Items of Interest Week Ending November 4, 2022 Pacific Gas and Electric Submits Request to the NRC Regarding the Diablo Canyon License Renewal Application On October 31, 2022, Pacific Gas and Electric submitted a letter (Agencywide Documents Access and Management System Accession No. ML22304A691) requesting that the U.S. Nuclear Regulatory Commission (NRC) either resume its review of their previous license renewal application for Diablo Canyon Units 1 and 2 or grant a timely renewal exemption. The current licenses expire November 2, 2024, and August 26, 2025. The NRC is reviewing the request and will determine a path forward.

NRC Issues Regulatory Issue Summary on Operational Leakage On November 3, 2022, the NRC issued the Regulatory Issue Summary (RIS) entitled, Operational Leakage, (ML22167A002) to clarify the NRC staffs position on the NRC requirements for evaluation, control, and treatment of operational leakage in systems required to be operable by plant technical specifications. This RIS emphasizes that operational leakage must be addressed in the same manner as leakage detected during an American Society of Mechanical Engineers Boiler and Pressure Vessel Code,Section XI, pressure test.

Items of Interest Week Ending November 04, 2022 NRC Staff Holds Public Observational Meeting with the Homestake Mining Co. of California Regarding the Confirmatory Order for the Grants Reclamation Project On November 2, 2022, the NRC staff held a public observational meeting with the Homestake Mining Co. of CA (HMC) regarding the Grants Reclamation Project which is a uranium mill tailings decommissioning site located in Grants, NM. The meeting was requested by HMC to discuss the status of Confirmatory Order EA-16-114 (CO). HMC indicated they believe the conditions in the CO are completed and requested the CO be closed. NRC staff clarified that several of the conditions remain open. Staff also clarified that HMC has made progress on the CO conditions as reflected in publicly available documents such as several inspection reports.

NRC staff expects to have further communication with HMC regarding the CO.

NRC Staff Holds Public Virtual Meeting with Holtec International Regarding Staffs Review of the HI-STORE Consolidated Interim Storage Facility On November 3, 2022, staff held a virtual public meeting with Holtec International to provide an update on the status and schedule for the staffs review of Holtecs application for the HI-STORE Consolidated Interim Storage Facility (Meeting Slides - ML2230A282). During the meeting, the staff notified Holtec that the schedule for its final licensing decision was moved to February 2023, pending receipt of Holtecs final revisions to the safety analysis report and application documents. The staff addressed several questions and comments from members of the public regarding the safety and environmental review processes. Staff to several members of the U.S. Senate and House of Representatives from New Mexico, Arizona, California, New York, and Texas attended the meeting.
