The Nuclear Regulatory Commission Terminates Construction Permit for Northwest Medical Isotopes

On July 11, 2022, the Nuclear Regulatory Commission (NRC) terminated the Northwest Medical Isotopes, LLC (NWMI) construction permit (CPMIF-002) issued under Title 10 of the Code of Federal Regulations Part 50 to construct a medical isotope production facility in Columbia, Missouri (Agencywide Documents Access and Management System (ADAMS) Accession No. ML22147A158). NWMI requested termination of its construction permit on March 25, 2022.

NWMI never commenced construction, has not received radioactive material, and has never owned or leased the site.

NRC Issues closeout letter for Bulletin 2012-01 to Perry Nuclear Power Plant

On July 13, 2022, the NRC staff issued closeout letter (ADAMS Accession No. ML22189A177) for Bulletin 2012-01, Design Vulnerability in Electric Power System, (ADAMS Accession No. ML12074A115), for Perry Nuclear Power Plant (Perry). The staff has reviewed the information submitted by Energy Harbor Nuclear Corp. (the licensee) and the results of NRCs Temporary Instruction (TI) 2515/194, Inspection Of The Licensees Implementation Of Industry Initiative Associated With The Open Phase Condition Design Vulnerabilities In Electric Power Systems (NRC Bulletin 2012-01) inspections for Perry in reaching the closeout conclusion.

NMSS Staff Approved License Amendment for Framatome, Inc. Fuel Manufacturing Facility

On July 11, 2022, the staff approved License Amendment 18 to Materials License SNM-1227 (Docket No. 70-1257) for the Framatome, Inc., fuel manufacturing facility (Agencywide Documents Access and Management System (ADAMS) Accession No. ML22154A437). The amendment approved the licensees requested changes in the methodology related to minimum margin of subcriticality and the calculational codes used for validation. The staff concluded that the requested changes provide reasonable assurance of subcriticality under normal and all credible abnormal conditions, provide reasonable assurance of adequate protection against the risk of criticality accidents, and otherwise satisfy the requirements of Title 10 of the Code of Federal Regulations (10 CFR) Part 70.

NMSS Staff Issued the Final Environmental Impact Statement for the Holtec International Consolidated Interim Storage Facility Application

On July 13, 2022, the staff issued NUREG-2237, the Final Environmental Impact Statement (EIS) related to Holtec Internationals Consolidated Interim Storage Facility application. The U.S.

Nuclear Regulatory Commission (NRC) staff expects to notice the availability of the final EIS in the Federal Register on July 22, 2022. The proposed facility is an independent spent fuel storage installation to be sited in Lea County, New Mexico. A final licensing decision is expected in January 2023.

NRC Issued Amendment No. 8 to the HI-STORM Flood/Wind Multipurpose Canister Storage System

On July 13, 2022, the Executive Director for Operations signed a direct final rule (ADAMS Accession No. ML22128A002) and a companion proposed rule (ADAMS Accession No. ML22128A003) to amend the NRCs spent fuel storage regulations at 10 CFR 72.214 by revising the Holtec International HI-STORM Flood/Wind Multipurpose Canister Storage System listing within the List of approved spent fuel storage casks to include Certificate of Compliance No. 1032, Amendment No. 8. Amendment No. 8 revises the description in the certificate of compliance for the Holtec International HI-STORM Flood/Wind system to clearly indicate that only the portions of the components that contact the pool water need to be made of stainless steel or aluminum. Amendment No. 8 also incorporates other minor editorial corrections. The direct final rule and companion proposed rule will be forwarded to the Office of the Federal Register on July 21 for publication on or about July 26, 2022.
