NRC Receives License Amendment Request for Increased Enrichment Lead Test Assemblies at Vogtle Electric Generating Plant
On June 30, 2022, Southern Nuclear Operating Company submitted a license amendment request (LAR) and exemptions to 10 CFR 50.68, 10 CFR 50.46, and 10 CFR 50 Appendix K for Vogtle, Units 1 and 2, for the use of accident tolerant fuel lead test assemblies (LTAs). The submittal proposes to add a license condition to authorize the use of four LTAs in limiting core locations and allow the use of coated AXIOM cladding with ADOPT' fuel pellets enriched up to 6 weight percent U-235. SNC requests approval of the proposed LAR and exemptions by July 22, 2023, to support fuel receipt for the fall 2023 Vogtle, Unit 2, refueling outage. The NRC staff is evaluating the submittal in accordance with the Office of Nuclear Reactor Regulation Office Instruction LIC-109, Acceptance Review Procedures for Licensing Basis Changes.

On July 8, 2022, the NRC staff issued the Clinton Power Station, Unit 1, closeout letter (Agencywide Documents Access and Management System (ADAMS) Accession No.:
ML22186A150) for Bulletin 2012-01, Design Vulnerability in Electric Power System, (ADAMS Accession No.: ML12074A115). The staff has reviewed the information submitted by Constellation Energy Generation, LLC (the licensee) and the results of NRCs TI 2515/194, Inspection of the Licensees Implementation of Industry Initiative Associated with the Open Phase Condition Design Vulnerabilities in Electric Power Systems (NRC Bulletin 2012-01),
inspections for Clinton in reaching the closeout conclusion.
