Items of Interest Week Ending July 1, 2022 NRC Issued License Amendment to the Armed Forces Radiobiology Research Institute On June 27, 2022, the U.S. Nuclear Regulatory Commission (NRC) issued a license amendment to the Armed Forces Radiobiology Research Institute (AFRRI) authorizing use of an upgraded digital console (ML22131A371). AFRRI has been shut down since 2018 when inspectors observed that AFRRI had installed an upgraded console following an incomplete Title 10 of the Code of Federal Regulations (10 CFR) 50.59 evaluation. AFRRI responded by submitting a license amendment request for the installation and use of an upgraded console.
Granting the license amendment allows AFRRI to resume normal reactor operations following the violation that led to the shutdown of the facility.
NRC Issued the Final Conforming Licenses for the Transfer of the Facility Licenses for Palisades and Big Rock Point On June 28, 2022 (ML22179A075), Entergy Nuclear Operations, Inc. (ENOI) informed the NRC of the successful purchase and sale transaction closing of Palisades and Big Rock Point to Holtec International (Holtec). On the same day, the staff issued the final conforming license amendments (ML22173A179) for both sites in support of the transfer of the facility licenses from ENOI to Holtec Palisades, LLC, and Holtec Decommissioning International, LLC.

Items of Interest Week Ending July 1, 2022 Items Containing Byproduct Material Incidental to Production: Proposed Rule and Draft Guidance; 10 CFR Parts 30 and 32 (NRC-2015-0017; RIN 3150-AJ54)
On June 27, 2022, the NRC published a notice in the Federal Register (87 FR 38012) proposing to amend its regulations by adding a new class exemption from licensing and associated distribution requirements. This new class exemption would create a path for licensing current and future products that contain byproduct material incidental to their production. This rulemaking would resolve a petition for rulemaking submitted by GE Osmonics, Inc., that requested changes to the regulations to allow distribution of polycarbonate track etched membranes. The NRC plans to hold a public meeting to promote full understanding of the proposed rule and facilitate public comments. Comments are requested by September 12, 2022.

Items of Interest Week Ending July 1, 2022 Secure Data Center Cloud Computing and Cloud Access Point Colocation Service On June 27, 2022, contract number GS35F401BA/31310022F0038 was awarded to Equinix, Inc. in Redwood City, CA. The purpose of this contract is to procure cost effective and secure cage space and cabinets to host NRC network and service infrastructure with direct, zero network hop connectivity to common carrier access points, and multi-point connectivity to approved cloud service providers. The period of performance is from July 1, 2022, through June 30, 2023, with four option periods. The total potential value of the contract can be up to $3,011,730.51.
