Items of Interest Week Ending September 17, 2021 Issuance of Close out Letter for Generic Letter 2004-02, Potential Impact of Debris Blockage on Emergency Recirculation During Design Basis Accidents at Pressurized Water Reactors On September 7, 2021, the Nuclear Regulatory Commission (NRC) staff issued the closeout letter (Agencywide Documents Access and Management System (ADAMS) Accession No. ML21230A022), for Vogtle Electric Generating Plant, Units 1 and 2, regarding Generic Letter 2004-02 (ADAMS Accession No. ML042360586), Potential Impact of Debris Blockage on Emergency Recirculation During Design Basis Accidents at Pressurized Water Reactors, that requested licensees address the issues raised by Generic Safety Issue 191, Assessment of Debris Accumulation on Pressurized Water Reactor Sump Performance. Southern Nuclear Operating Company submitted a license amendment request (LAR) and an exemption requesting use of a risk-informed methodology to evaluate debris effects. On July 30, the NRC staff granted the exemption (ADAMS Accession No. ML21071A050) and issued the LARs (ADAMS Accession Nos. ML21068A082 and ML20268A070).
Issuance of Close out Letters for Bulletin 12-01, Design Vulnerability in Electric Power System On September 14, 2021, the NRC staff issued closeout letter (ADAMS Accession No. ML21242A330 ) for Bulletin 2012-01, Design Vulnerability in Electric Power System (ADAMS Accession No. ML12074A115), for Virgil C. Summer Nuclear Station (Summer), Unit 1. The staff has reviewed the information submitted by Dominion Energy and the results of NRCs TI 2515/194 inspection for Summer in reaching the closeout conclusion.
Issuance of NUREG-1021, Operator Licensing Examination Standards for Power Reactors, Revision 12 in the Federal Registry On September 17, 2021, the staff published NUREG-1021, Operator Licensing Examination Standards for Power Reactors, Revision 12 (ADAMS Accession No. ML21256A276) in the Federal Register (86 FR 51926). This major revision to the examination standards will: 1) streamline information into topic-based sections for ease of use; 2) clarify instructions for the identification and grading of operating test performance deficiencies; 3) revise instructions for the selection of critical tasks and the assessment of critical and significant performance deficiencies; and 4) implement changes to support the testing of fundamentals topics on the site-specific initial licensing examination instead of in a separate generic fundamentals examination. The guidance in this revision becomes effective March 17, 2022.

Items of Interest Week Ending September 17, 2021 The NRC Staff Held a Public Meeting with Perma-Fix Northwest on Potential License Application On September 16, 2021, staff held a public meeting to begin pre-submittal discussions with Perma-Fix Northwest regarding the submittal of an application for a limited-scope Part 70 (special nuclear material) license by the end of 2021. This is the first in a series of public meetings to discuss the applicants proposed approach for their application. The topic for this particular meeting was criticality safety analysis and the potential for an exemption request.
Additional public meetings are planned on other topics from September through November 2021.

Items of Interest Week Ending September 17, 2021 Contract Awarded for Custodial Services for NRC Headquarters White Flint Complex and Warehouse On September 14, 2021, contract number GS21F026BA/31310021F0136 was awarded to Alcazar Trades, Inc. in San Antonio, TX. The purpose of this contract is to acquire custodial services to provide a clean, sanitary, and safe work environment for the occupants of the Nuclear Regulatory Commission (NRC) Headquarters White Flint Complex and NRC Warehouse. The period of performance is from October 1, 2021, through January 31, 2022 with one (1) option period. The total potential value of the contract can be up to $861,142.00.
