Items of Interest Week Ending APRIL 30, 2021 NRC Issued One-Time Emergency Amendment for Edwin I. Hatch, Unit 2 On April 22, 2021, the NRC staff issued a one-time emergency amendment (Agencywide Documents Access and Management System (ADAMS) Accession No. ML21109A359) to Southern Nuclear Operating Company for Edwin I. Hatch, Unit 2, approving a revision to Technical Specification 3.5.1, Emergency Core Cooling Systems - Operating, to extend the completion time from 7 days to 15 days to effect repairs and testing of the 2D residual heat removal pump that failed during a test on April 16, 2021. The amendment allowed the unit to continue operating at full power with compensatory measures until May 1, 2021. The pump was repaired, tested, and declared operable on the morning of April 30, 2021.

NRC Hosted Public Meeting on Licensing and Oversight On April 23, 2021, the NRC staff met with representatives of the Nuclear Energy Institute (NEI)

Regulatory Issues Task Force (RITF) to discuss regulatory issues associated with licensing and oversight (ADAMS Accession No. ML21111A172). The NRC staff provided updates on EMBARK Venture Studio activities, operating reactor licensing actions and review of metrics, efficiencies of the very low safety significance issue resolution (VLSSIR) process and risk-informed process for evaluations (RIPE), NUREG-1409, Backfitting Guidelines, retroactive review of administrative requirements (RROAR), resolution of a pre-generic issue on high energy arcing faults involving aluminum components, endorsement status for American Society of Mechanical Engineers NML-1-2019, Rules for the Movement of Loads Using Overhead Handling Equipment in Nuclear Facilities, Title 10 of the Code of Federal Regulations (10 CFR) 50.55a, Codes and Standards, two-year rule timeline, and the Standard Review Plan (SRP) modernization project. NEI led a discussion on industry operability lessons learned.

NRC Hosted Public Meeting on Non-Power Production and Utilization Facilities Compliance On April 29, 2021, the NRC staff conducted a virtual public meeting with members of the National Organization of Test, Research and Training Reactors, Inc. (TRTR) (ADAMS Accession No. ML21097A180). This was the fifth monthly public working group meeting between the TRTR and NRC staff to endorse the community guidance being prepared for non-power production and utilization facilities on compliance with the regulations in 10 CFR 50.59 Changes, tests and experiments." The working group has completed review of four of the five major sections and is on schedule to complete a draft document for public comment by August 2021.

Staff Approved Licensing Request for Regulatory Relief Related to the COVID-19 Public Health Emergency The NRC staff has reviewed and approved several licensing requests seeking temporary flexibilities to maintain the safe and secure operation of the U.S. nuclear fleet during the pandemic. A summary of the approved licensing action provided during this reporting period is summarized below. Items of Interest Week Ending APRIL 30, 2021 NRC Held Public Meeting on United Nuclear Corporation Mill Site On April 29, 2021, the NRC staff held its third and final public meeting via webinar and teleconference to gather comments on the draft environmental impact statement for the disposal of mine waste at the United Nuclear Corporation mill site, located in McKinley County, New Mexico (Agencywide Documents Access and Management System (ADAMS) Accession No. ML21109A245). After the NRC gave its presentation, a translator provided an overview in Diné,

the Navajo language. Then, the staff provided a question and answer opportunity followed by the public comment portion of the meeting. The public meeting lasted more than 3 hours3.472222e-5 days <br />8.333333e-4 hours <br />4.960317e-6 weeks <br />1.1415e-6 months <br /> and approximately 15 people provided oral comments. Most commenters were either from the Navajo Nation Environmental Protection Agency or from the local communities. The U.S.

Environmental Protection Agency (EPA) was also in attendance to answer questions related to the EPAs remedy decision. Comments centered on environmental justice and environmental racism and opposition to the movement of the mine waste to the mill site. The comment period ends on May 27, 2021.

NRC Participated in Virtual Meeting on NRCs Regulatory Framework On April 29, 2021, the NRC staff participated in the Association of State and Territorial Solid Waste Management Officials mid-year virtual meeting. The staff presented on the NRC's radioactive waste regulatory framework and topics including the NRC's low-level waste regulatory program, the IMPEP process, and guidance for alternate disposal requests. The staff's participation and presentation informed a broad audience about the NRC's framework, specifically given recent interest on the use of 10 CFR 20.2002 for very low-level waste disposal. The staff's presentation was followed by an EPA presentation on their hazardous waste regulatory framework.

Office of Nuclear Security and Incident Response (NSIR)

Items of Interest Week Ending APRIL 30, 2021 Staff Participated in Meetings on Emergency Action Levels On April 22, 2021, the NRC staff concluded a series of four 4-hour public meetings (Agencywide Documents Access and Management System (ADAMS) Accession No. ML21092A088) with the Nuclear Energy Institute (NEI) to discuss the draft guidance document NEI 99-01, revision 7, Draft B, Development of Emergency Action Levels for Non-Passive Reactors (ADAMS Accession No. ML21102A146). During these meetings, NRC and members of the public had opportunities to comment and discuss, in detail, the technical aspects of NEIs document. NEI intends to provide a revised draft guidance document in approximately 3-6 months for the staffs review and endorsement.

The purpose of this contract is to manage all printing and reproduction program requests for services executed by the onsite print shop and those outsourced through the Government Printing Office. The period of performance is from April 12, 2021, through April 11, 2022, with three option periods. The total potential value of the contract can be up to $933,847.20.
