Items of Interest Week Ending NOVEMBER 13, 2020 NRC Issued Final Safety Evaluation for Westinghouse Topical Report On November 9, 2020, the U.S. Nuclear Regulatory Commission (NRC) completed its review of the Westinghouse Electric Company technical report WCAP-18461, "Common Q Platform and Component Interface Module System Elimination of Technical Specification Surveillance Requirements (Agencywide Documents Access and Management System (ADAMS) Accession No. ML20230A008). The report credits the continual self-diagnostics of systems to replace periodic channel operability tests in site-specific technical specifications.
NRC Met with Department of Energy and Idaho National Labs to Discuss Light Water Reactor Sustainability Program On November 10, 2020, the NRC met with the U.S. Department of Energy (DOE) and the Idaho National Laboratory (INL) to discuss automation efforts related to the DOE sponsored Light Water Reactor Sustainability (LWRS) Program. The purpose of the meeting was to align on objectives, roles and path forward for the project, which will include industry participation.
Future meetings were planned to ensure close coordination of NRC, DOE, and INL, and ensure effective public interactions. More information on the LWRS program can be found at https://lwrs.inl.gov/SitePages/Home.aspx.
NRC Issued Guidance Letter for Regulatory Requests Associated with COVID-19 On November 10, 2020, the NRC issued a letter to industry stakeholders (ADAMS Accession No. ML20261H515) providing context and guidance on previously issued letters related to licensees seeking expedited NRC review of regulatory requests to support their response to the COVID-19 public health emergency. Previously, the NRC had issued guidance in seven topical areas where exemptions and relief requests were anticipated from licensees. The letter addresses exemptions with end dates beyond the original guidance that was issued and cumulative effects, where appropriate.
NRC Chaired Small Modular Reactor Regulators Forum From November 9-13, 2020, NRC staff virtually chaired and participated in meetings for the International Atomic Energy Agencys Small Modular Reactor Regulators Forum. Staff Approved Licensing Requests for Regulatory Relief Related to the COVID-19 Public Health Emergency The NRC staff has reviewed and approved several licensing requests seeking temporary flexibilities to maintain the safe and secure operation of the U.S. nuclear fleet during the pandemic. A summary of approved licensing actions provided during this reporting period are summarized below. On November 9, 2020, the U.S. Nuclear Regulatory Commission (NRC) published a notice in the Federal Register (85 FR 71223) amending its spent fuel storage regulations by revising the Holtec International HI-STORM UMAX Canister Storage System listing within the List of approved spent fuel storage casks to include Amendment No. 4 to Certificate of Compliance No. 1040. The companion proposed rule was also published in the Federal Register on November 9, 2020 (85 FR 71274). This direct final rule is effective January 25, 2021.
NMSS Staff Participated in Electric Power Research Institute Meeting From November 9-12, 2020, the NMSS staff participated in a virtual meeting of the Electric Power Research Institutes Extended Storage Collaboration Program. There were over 300 participants from 14 countries, which included representatives from the nuclear industry, national laboratories, universities, the International Atomic Energy Agency, as well as international industry participants and regulatory agencies. Agenda topics for the meeting included accident tolerant fuel (ATF), the U.S. Department of Energy high burnup fuel demonstration program, dry storage system aging management, mitigation and repair methods for dry storage systems, and spent fuel transportation. The NMSS staff provided presentations on NRC activities, ATF and high burnup fuel research, and NRC perspectives on mitigation and repair.
NMSS Staff Issued the Environmental Assessment for an Amendment to the Trojan Independent Spent Fuel Storage Installation License On November 12, 2020, the staff issued an Environmental Assessment and Finding of No Significant Impact associated with an amendment to the Title 10 of the Code of Federal Regulations (10 CFR) Part 72 Special Nuclear Material License No. SNM-2509 for the Trojan specific licensed Independent Spent Fuel Storage Installation. The amendment proposes to revise the safety analysis report to address a new anchorage point on the Columbia River added by the U.S. Army Corps of Engineers and to update the off-site explosion evaluation as the new anchorage can be used by vessels carrying hazardous materials. Environmental Assessments are required for Part 72 license amendments unless specific criteria identified in 10 CFR 51.22 are satisfied and are noticed in the Federal Register. The staff expects to issue a decision on the license amendment by the end of November.

NMSS Staff Held Government-to-Government Meeting On November 12, 2020, staff hosted a virtual government-to-government meeting with members of the New Mexico Legislatures Interim Committee on Radioactive and Hazardous Materials. This is part of an enhanced outreach initiative by the staff to tribal, state, and local government entities on interim spent fuel storage in the region. During the meeting, staff provided a presentation discussing NRCs organization, its regulatory responsibilities for spent fuel storage, transportation safety and security; and a status of NRCs licensing review of Holtec Internationals application for the proposed HI-STORE Consolidated Interim Storage Facility.
