Items of Interest Week Ending SEPTEMBER 18, 2020 Staff Participated in Virtual Summit Hosted by the Nuclear Energy Institute on Diverse and Flexible Coping Strategies On September 1 - 3, and 9 - 10, 2020, U.S. Nuclear Regulatory Commission (NRC) staff participated in a virtual summit hosted by the Nuclear Energy Institute (https://www.nei.org/conferences/flex-summit) on Diverse and Flexible Coping Strategies (FLEX). The purpose of the summit was to reach a common understanding on various FLEX-related topics, such as the proper implementation of FLEX strategies, operating experience and knowledge management, and the expanded use of FLEX to improve safety and operational flexibility. The summit also included a discussion of the treatment of FLEX in probabilistic risk assessment models to support NRC licensing and oversight. The staff plans to prepare a summary of the FLEX summit, which will be made publicly available in the coming weeks.

Staff Issues Information Notice Regarding Increased Simulator Equipment Issues after Electrostatic Cleaning On September 8, 2020, the NRC staff issued Information Notice (IN) 2020-01, Increased Simulator Equipment Issues after Electrostatic Cleaning (Agencywide Documents Access and Management System (ADAMS) Accession No. ML20232C703), to inform addressees of potential risks associated with electrostatic spray cleaning methods known as antiviral fogging.

The industry is expected to review the information for applicability and consider appropriate actions to avoid similar problems. No specific action is required by this IN.

Staff Issues Information Notice Regarding FLEX Diesel Generator Operational Challenges On September 15, 2020, the NRC issued IN 2020-02, FLEX Diesel Generator Operational Challenges (ADAMS Accession No. ML20196L822), to inform addressees of recent operational challenges involving diverse and flexible coping strategies equipment at nuclear power plants.

The industry is expected to review the information for applicability and consider appropriate actions to avoid similar problems. No specific action is required by this IN.

Staff Hosted Public Meeting Regarding Regulatory Improvements to Support the Licensing of Advanced Reactors On September 16, 2020, the staff held a public meeting with NuScale Power, LLC (ADAMS Accession No. ML20259A475) to discuss the inputs that NuScale provided for incorporation into NUREG-1021, Operator Licensing Examination Standards for Power Reactors (ADAMS Accession No. ML20195A587), obtain information for creating a NuScale knowledge and abilities catalog, and understand future operator licensing related milestones. The staff intends to begin the next development phase, which will include piloting and finalizing a knowledge and abilities catalog and examination standards for NuScale operator licensing purposes, once a Combined Operating License application is received.

OCTOBER 6, 2020 ENCLOSURE C Staff Approved Licensing Requests for Regulatory Relief Related to the COVID-19 Public Health Emergency The NRC staff has reviewed and approved several licensing requests seeking temporary flexibilities to maintain the safe and secure operation of the U.S. nuclear fleet during the pandemic. A summary of approved licensing actions provided during this reporting period are summarized below. Items of Interest Week Ending SEPTEMBER 18, 2020 Reporting Nuclear Medicine Injection Extravasations as Medical Events: Petition for Rulemaking; Notification of Docketing and Request for Comment; Part 35 of Title 10 of the Code of Federal Regulations (10 CFR) (Docket No. PRM-35-22; NRC-2020-0141)

On September 15, 2020, the U.S. Nuclear Regulatory Commission (NRC) published a notice of receipt and request for comment in the Federal Register (85 FR 57148) for a petition for rulemaking (PRM) from Ronald K. Lattanze on behalf of Lucerno Dynamics, LLC, dated May 18, 2020. The petitioner requested that the NRC revise its regulations to require reporting of certain nuclear medicine injection extravasations as medical events. The NRC docketed the petition on June 5, 2020, and assigned it Docket No. PRM-35-22. The NRC is examining the issues raised in PRM-35-22 to determine whether they should be considered in rulemaking.

Comments are requested by November 30, 2020.

Physical Security for Advanced Reactors: Preliminary Proposed Rule Language; Notice of Availability; 10 CFR Parts 50, 52, and 73; (Regulatory Identifier Number 3150-AK19; NRC-2017-0227)

On September 15, 2020, the NRC published a notice in the Federal Register (85 FR 56549) making available to the public preliminary proposed rule language for the Alternative Physical Security Requirements for Advanced Reactors rulemaking. The NRC is not requesting public comment at this time; however, the public will have an opportunity to provide comment when the proposed rule is published in the future. The preliminary proposed rule language is available on September 14, 2020.

NMSS Staff Issue Revised Certificate of Compliance On September 15, 2020, NMSS staff issued Revision 12 of the Certificate of Compliance No. 9297 for the Traveller transportation package (ADAMS Accession No. ML20255A295).

Westinghouse submitted an amendment request to include new contents for accident tolerant fuels (ATF), and seven weight percent Uranium-235 fuel rods. The ATF advancements of UO2 fuels and cladding features include: (i) Advanced Doped Pellet Technology (ADOPT') UO2 fuel doped with Cr2O3 and Al2O3, (ii) 7wt.% U235 fuel rods, and (iii) cladding with chromium-coating or an Optimized ZIRLO' liner. In performing the review, staff ensured the design is adequate for the new contents and would provide for adequate safety of the public.

Risk-Informed, Technology-Inclusive Regulatory Framework for Advanced Reactors Rulemaking On September 14, 2020, contract number GS00F010CA/31310020F0111 was awarded to ICF Incorporated, LLC. in Fairfax, VA. The purpose of this contract is to develop optional, alternative regulatory requirements to be used by applicants for new advanced nuclear reactors.

The period of performance is from September 15, 2020, to September 14, 2024. The total potential value of the contract can be up to $836,359.12.
