Items of Interest Week Ending JULY 3, 2020 Staff Issued Revision of the Advanced Manufacturing Technologies Action Plan On June 22, 2020, the U.S. Nuclear Regulatory Commission (NRC) staff issued Revision 1 of the Advanced Manufacturing Technologies (AMT) Action Plan (AP) (Agencywide Documents Access and Management System (ADAMS) Accession No. ML19333B980). The AMT AP focuses on the NRC staffs recognition that the nuclear industry is likely to use AMT in applications that require regulatory oversight. Through the AMT AP, the NRC staff will assess the need for guidance updates and additional actions necessary to ensure its preparedness to review AMT applications.

Staff Hosted Public Meeting Regarding the Reactor Oversight Process On June 24, 2020, the NRC staff held a public meeting regarding the Reactor Oversight Process (ROP) (ADAMS Accession No. ML20170B147). Discussion topics included the results of the 2019 ROP self-assessment program (ADAMS Accession No. ML20169A247), NRC staffs response to Performance Indicator Frequently Asked Question 20-01 (ADAMS Accession No. ML20170A638), and industry feedback on the ROP during the COVID-19 public health emergency.

Staff Approved Amendments to Adjust the Scope of Structures, Systems and Components Subject to Special Treatment Requirements at Edwin I. Hatch Nuclear Plant, Units 1 and 2 On June 26, 2020, the NRC staff approved the Edwin I. Hatch Nuclear Plant, Units 1 and 2, license amendment requests to adopt Title 10 of the Code of Federal Regulations (10 CFR),

Section 50.69, Risk-informed categorization and treatment of structures, systems and components for nuclear power reactors (ADAMS Accession No. ML20077J704). The provisions of 10 CFR 50.69 allow adjustment of the scope of structures, systems and components (SSCs) subject to special treatment requirements based on an integrated and systematic risk-informed method of categorizing SSCs according to their safety significance.

Staff Hosted Public Meeting with the Risk-Informed Steering Committee On June 30, 2020, the NRC staff held a public meeting with the industry Risk-Informed Steering Committee to continue discussions on issues related to current risk-informed processes (ADAMS Accession No. ML20182A714). Discussion topics included: the Nuclear Energy Institute publication 20-04, The Nexus Between Safety and Operational Performance in the U.S. Nuclear Industry; risk-informed licensing reviews; the NRCs risk-informed process for exemptions initiative; COVID-19 public health emergency lessons learned; plans for an upcoming summit to discuss Diverse and Flexible Mitigation Capability operating experience and related activities; and aluminum high energy arc faults.

Staff Hosted Public Meeting with Entergy Operations, Inc.

On July 2, 2020, the NRC staff held a public meeting with Entergy Operations, Inc. (ADAMS Accession No. ML20170B064), to discuss its draft amendment request for Waterford 3

JULY 15, 2020 ENCLOSURE C regarding digital system upgrades (ADAMS Accession No. ML20168A903). The upgrades, if approved, would replace the existing instrumentation of the core protection and control element assembly calculator systems with a digital system based on an NRC-approved topical report.

Staff Approved Licensing Requests for Regulatory Relief Related to the COVID-19 Public Health Emergency The NRC staff has reviewed and approved several licensing requests seeking temporary flexibilities to maintain the safe and secure operation of the U.S. nuclear fleet during the pandemic. A summary of approved licensing actions provided during this reporting period are summarized below. Items of Interest Week Ending JULY 3, 2020 List of Approved Spent Fuel Storage Casks: Standardized NUHOMS Horizontal Modular Storage System; Certificate of Compliance No. 1004; Renewed Amendment No. 16; Direct Final Rule; Part 72 of Title 10 of the Code of Federal Regulations [Regulatory Identifier Number 3150-AK39; NRC-2019-0202]

On June 30, 2020, the U.S. Nuclear Regulatory Commission (NRC) published a notice in the Federal Register (85 FR 39049) amending its spent fuel storage regulations by revising the TN Americas LLC, Standardized NUHOMS Horizontal Modular Storage System (Standardized NUHOMS System) listing within the List of approved spent fuel storage casks to include Renewed Amendment No. 16 to Certificate of Compliance No. 1004. This amendment used a qualitative risk-informed approach (graded approach criteria) to streamline the format and content of the certificate of compliance. Renewed Amendment No. 16 does not include any design or fabrication changes to the Standardized NUHOMS System. The companion proposed rule was also published in the Federal Register on June 30, 2020 (85 FR 39096). The direct final rule is effective September 14, 2020.
