Items of Interest Week Ending JUNE 12, 2020 Staff Hosted Public Meeting with the Institute of Nuclear Power Operations On June 9, 2020, the U.S. Nuclear Regulatory Commission (NRC) staff held a Category 2 public meeting teleconference with the Institute of Nuclear Power Operations (INPO) to discuss items of mutual interest concerning INPO's training program accreditation process and other initiatives (Agencywide Documents Access and Management System (ADAMS) Accession No. ML20149K619). Both INPO and NRC discussed COVID-19 response activities in the areas of operator licensing and training oversight. Additionally, several innovative initiatives were discussed, along with plans for the development of licensing and training processes for advanced reactors. Such meetings are conducted in accordance with the Memorandum of Agreement between the INPO and NRC dated September 11, 2013 (ADAMS Accession No. ML13129A093).

Staff Issued License Amendments to Adopt Performance-Based Standard for Fire Protection at Edwin I. Hatch Nuclear Plant, Unit Nos. 1 and 2 On June 11, 2020, the NRC staff issued license amendments to transition to National Fire Protection Association Standard 805 (NFPA-805) at the Edwin I. Hatch Nuclear Plant, Units 1 and 2 (Hatch) (ADAMS Accession No. ML20066F592). As part of the implementation of NFPA-805, Southern Nuclear Operating Co., Inc., will make a number of safety improvements to the fire risk at the site. Hatch is the last plant scheduled to implement NFPA-805 and, with this amendment, there are now 45 operating units under NFPA-805.

Staff Receives NuScale Power, LLC Topical Report Regarding Minimum Control Room Staffing On June 11, 2020, the NRC staff received a topical report (TR) on minimum control room staffing (ADAMS Accession No. ML20163A556) as part of the NuScale Power, LLC (NuScale) ongoing Standard Design Approval (SDA) pre-application activities. The TR provides justification for reducing the staffing level from six licensed operators that is proposed for NuScales existing design certification application to three licensed operators for the SDA and future license applications that reference the NuScale design. NuScale has requested a 12-month review and approval period for the TR and plans to incorporate it by reference into the SDA application.

Staff Hosted Public Meeting with Exelon Generation Company, LLC Regarding Planned Digital Modernization for Limerick Generating Station, Units 1 and 2 On June 12, 2020, NRC staff held a public pre-submittal meeting with Exelon Generation Company, LLC to discuss plans for submitting a large-scale digital upgrade for Limerick Generating Station, Units 1 and 2 (ADAMS Accession No. ML20162A088). This project is part of a public-private effort between the Department of Energys Light Water Reactor Sustainability Program and Exelon Generation Company, LLC to develop an industry-wide instrumentation and controls (I&C) modernization roadmap. The licensee presented plans to submit a license amendment request for three safety-related systems including safety-related control room video JUNE 30, 2020 ENCLOSURE C

Staff Approved Licensing Requests for Regulatory Relief Related to the COVID-19 Public Health Emergency The NRC staff has reviewed and approved several licensing requests seeking temporary flexibilities to maintain the safe and secure operation of the U.S. nuclear fleet during the pandemic. A summary of approved licensing actions provided during this reporting period are summarized below.
