Items of Interest Week Ending JUNE 5, 2020 Staff-Hosted Public Meeting Regarding the Incorporation of Risk Insights Into Evaluations for 10 CFR 50.59, Changes, Tests, and Experiments On June 4, 2020, the U.S. Nuclear Regulatory Commission (NRC) staff conducted a public meeting with the Nuclear Energy Institute (NEI) and other industry representatives to discuss opportunities to incorporate risk insights into Title 10 of the Code of Federal Regulations (10 CFR) 50.59 evaluations (Agencywide Documents Access and Management System (ADAMS)

Accession No. ML20156A189). NEIs presentation included an engagement strategy with the NRC staff, a proposed schedule, and three focus areas where NEI wishes to engage with the NRC staff. NRC staff anticipates having the next public meeting regarding this topic in July.

Staff-Approved Changes to a Topical Report Regarding Vendor Audits and Surveys During Exigent Situations Such as the COVID-19 Public Health Emergency On June 5, 2020, NRC staff approved changes to Topical Report SL-TR-1, Revision 25, Nuclear Quality Assurance Program, to extend the period for conducting vendor audits and surveys during exigent situations such as COVID-19 (ADAMS Accession No. ML20154K709).

Sargent and Lundy, LLC. submitted the request for the proposed changes on May 14, 2020 (ADAMS Accession No. ML20132A261). The staff reviewed the proposed changes and determined that there is reasonable assurance that Sargent and Lundy, LLCs quality assurance program will continue to meet applicable requirements while implementing an extension of audit and survey frequencies during exigent conditions.

Staff-Approved Licensing Requests for Regulatory Relief Related to the COVID-19 Public Health Emergency The NRC staff has reviewed and approved several licensing requests seeking temporary flexibilities to maintain the safe and secure operation of the U.S. nuclear fleet during the pandemic. A summary of approved licensing actions provided during this reporting period are summarized below. On June 4, 2020, the U.S. Nuclear Regulatory Commission (NRC) published a notice in the Federal Register (85 FR 34370) partially granting and partially denying a request to amend the NRCs regulations for licensing fees assessed to certain water treatment facilities. The request was submitted by Christopher S. Pugsley, Esq., on behalf of Water Remediation Technology, LLC. The docket for the petition for rulemaking, PRM-170-7, closed on June 4, 2020.

American Society of Mechanical Engineers 2015-2017 Code Editions Incorporation by Reference; Final Rule; Correction: 10 CFR Part 50 [Regulatory Identifier Number (RIN) 3150-AJ74; NRC-2016-0082]

On June 3, 2020, the NRC published a notice in the Federal Register (FR) (85 FR 34087) correcting a rule that was published in the FR on May 4, 2020 (85 FR 26502), regarding its regulations to incorporate by reference the 2015 and 2017 Editions of the American Society of Mechanical Engineers Boiler and Pressure Vessel Code and the 2015 and 2017 Editions of the American Society of Mechanical Engineers Operation and Maintenance of Nuclear Power Plants. This action is necessary to correct a code case reference and an amendatory instruction. The correction is effective June 3, 2020.

Social Security Number Fraud Prevention: Direct Final Rule. 10 CFR Parts 9 and 35; RIN 3150-AK27; NRC-2018-0303 On June 2, 2020, the NRC published a notice in the FR (85 FR 33527) amending its regulations to implement the Social Security Number Fraud Prevention Act of 2017. This statute directed agencies to issue regulations that prohibit the inclusion of an individual's Social Security account number (SSN) on any document sent through the mail unless the head of the agency deems it necessary and the appropriate precautions are taken to protect the SSN. Applicants, licensees, and members of the public who are required to submit a form containing an SSN may be affected. The companion proposed rule was also published on June 2, 2020 (85 FR 33551).

This direct final rule is effective August 17, 2020.

Items of Interest Week Ending JUNE 5, 2020 Voice, Data, Unified Communications and Other Support Services On May 29, 2020, the delivery order 31310020F0045 was awarded under the General Services Administration contract GS00Q17NSD3001 to VERIZON FEDERAL INC in Washington D.C.

The purpose of this award is to provide transition and ongoing operations. Also, maintenance of telecommunications services from the expiring Network, WITS 3, and the Local Telecommunications Services contracts. This transition will provide a flexible platform to support agency migrations to modern telecommunications and IT service offerings and ensure continuity of services. The base period of performance of this order is from June 1, 2020, through May 31, 2021, with eleven one-year option periods extending to May 31, 2032. The total potential value over the life of the award is $91,250,000.
