Items of Interest Week Ending MAY 8, 2020 Staff Hosted Public Meeting on Regulatory Improvements to Support the Licensing of Advanced Reactors On May 7, 2020, the U.S. Nuclear Regulatory Commission (NRC) staff held a public webinar with over 100 stakeholders on regulatory improvements to support the licensing of advanced reactors (Agencywide Documents Access and Management System Accession No. ML20127J017). Topics included environmental reviews; fuel cycle; annual fees; fuel qualification; American Society of Mechanical Engineers, Boiler & Pressure Vessel Code,Section XI, Division 2; and advanced reactor inspection and oversight.
Staff Approved Licensing Requests for Regulatory Relief Related to the COVID-19 Public Health Emergency The NRC staff has reviewed and approved several licensing requests seeking temporary flexibilities to maintain the safe and secure operation of the U.S. nuclear fleet during the pandemic. A summary of approved licensing actions provided during this reporting period are summarized below. On May 4, 2020, the U.S. Nuclear Regulatory Commission (NRC) published a notice in the Federal Register (85 FR 26540) amending its regulations to incorporate by reference the 2015 and 2017 Editions of the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code, and the 2015 and 2017 Editions of the ASME Operation and Maintenance of Nuclear Power Plants, Division 1: Operation and Maintenance Code: Section Inservice Testing, for nuclear power plants. The NRC is also incorporating by reference two revised ASME code cases. This final rule is effective on June 3, 2020. The incorporation by reference of certain publications listed in the regulation is approved by the Director of the Federal Register as of June 3, 2020.
Transfer of Very-Low Level Waste to Exempt Persons for Disposal: Proposed Interpretive Rule; Additional Method to Provide Comments (10 CFR Chapter I; NRC-2020-0065)
On May 8, 2020, the NRC published a notice in the Federal Register (85 FR 27332) to add an additional method for members of the public to submit their comments on a proposed interpretation of its low-level radioactive waste disposal regulations that would permit licensees to dispose of waste by transfer to persons who hold specific exemptions for the purpose of disposal. An additional e-mail address was established for this purpose. The public comment period for the notice published on March 6, 2020 (85 FR 13076), was extended to July 20, 2020.
