Items of Interest Week Ending APRIL 17, 2020 Staff Hosted Public Meeting on Lessons Learned from the Subsequent License Renewal Application Reviews and EMBARK Venture Studio Risk Informing Subsequent License Renewal Project On April 7, 2020, the Nuclear Reactor Regulation (NRR) staff hosted, in two sessions, its 4th public meeting on lessons learned from the subsequent license renewal (SLR) application reviews. First, as part of its Risk Informing Subsequent License Renewal project, staff presented and sought stakeholder feedback on initial concepts concerning the use of risk information, technical review methods, and project management practices, to increase the efficiency and effectiveness of the staffs SLR application reviews. Second, the staff and industry discussed updating and clarifying guidance on several technical issues addressed during the three SLR application reviews. The discussions focused on development activities and schedules for issuing draft Interim Staff Guidance that will include proposed revisions to the SLR Generic Aging Lessons Learned Report and SLR Standard Review Plan. Nuclear Energy Institute representatives, licensees, and other members of the public participated in both sessions.

Staff Issued an Addendum to the March 28 Part 26 Exemption Request Letter On April 8, 2020, the U.S. Nuclear Regulatory Commission (NRC) staff issued an addendum (Agencywide Document Access and Management System (ADAMS) Accession No. ML20098B333) to the March 28, 2020, letter (ADAMS Accession No. ML20087P237) that outlines the process for COVID-19 related Part 26 exemptions for power reactors. The addendum corrects three minor citations, includes a Paperwork Reduction Act statement that was inadvertently omitted from original letter, and provides a link to a web page that contains Title 10 of the Code of Federal Regulations (10 CFR) Part 26 Exemption Frequently Asked Questions (https://www.nrc.gov/reactors/operating/ops-experience/fitness-for-duty-programs/faqs/covid-19-work-hour-control-exemption.html).

Staff Approved Licensing Requests for Regulatory Relief Related to the COVID-19 Public Health Emergency The NRC staff has reviewed and approved several licensing requests seeking temporary flexibilities to maintain the safe and secure operation of the U.S. nuclear fleet during the pandemic. A summary of approved licensing actions provided during this reporting period are summarized below. Staff Approved A One-time Exemption from Specific Requirements of 10 CFR 50.71(e)(3)(iii) to Shearon Harris Nuclear Power, Units 2 and 3 On April 6, 2020, the NRC staff approved the one-time exemption from specific requirements of 10 CFR Part 50, Section 71(e)(3)(iii) for the Shearon Harris Nuclear Power Plant, Units 2 and 3, Combined License Application. This approval follows the request from a Duke Energy Progress (DEP) letter dated December 2, 2019 (ADAMS Accession No. ML19337A620). A notice has been sent to the Federal Register (ADAMS Accession No. ML20050G066) for issuing the staffs exemption. As such, DEP will be exempt from the annual submittal requirements for updating the Final Safety Analysis Report for Shearon Harris Nuclear Power Plant, Units 2 and 3, until December 31, 2024.

Items of Interest Week Ending APRIL 17, 2020 Patient Release Criteria for Radioactive Iodine: Petition for Rulemaking; Notice of Docketing; Part 35 of Title 10 of the Code of Federal Regulations (Docket No. PRM-35-21; NRC-2020-0037)

On April 13, 2020, the U.S. Nuclear Regulatory Commission (NRC) published a notice in the Federal Register (85 FR 20430) acknowledging receipt of a petition for rulemaking from Peter Crane, on behalf of the organization, Sensible Controls on Administrations of Radioactive Iodine, dated November 15, 2019. The petitioner requested that the NRC revise its regulations regarding the criteria for patient release after the administration of radioactive iodine. The petition was docketed by the NRC on January 24, 2020, and has been assigned Docket No.

PRM-35-21. The NRC is examining the issues raised by the petition to determine whether they should be considered in rulemaking. The NRC is not seeking public comment on this petition at this time.
