Items of Interest Week Ending DECEMBER 13, 2019 Staff Issues the Subsequent Renewed Operating Licenses for Turkey Point Nuclear Generating Units 3 and 4 On December 4, 2019, the staff issued the subsequent renewed operating licenses for Turkey Point Nuclear Generating Units 3 and 4. The new operating licenses for Units 3 and 4 expire on July 19, 2052, and April 10, 2053, respectively. The staff's review of the application is documented in the July 2019 final safety evaluation report (ADAMS Accession No. ML19191A057), as well as in the October 2019 final Supplemental Environmental Impact Statement (ADAMS Accession No. ML19290H346). This is the first time the NRC has issued renewed licenses authorizing reactor operation from 60 to 80 years. The staff's review was successfully completed in 18 months.
Staff Issues Information Notice 2019-10, "Failures Reported in Eaton/Cutler Hammer A200 and Freedom Series Contactors" On December 4, 2019, the staff issued Information Notice (IN) 2019-10, "Failures Reported in Eaton/Cutler Hammer A200 and Freedom Series Contactors" (ADAMS Accession No. ML19294A196), to inform addressees of operating experience regarding failures of Eaton/Cutler Hammer A200 and Freedom series contactors. No specific action is required by this IN.
Public Meeting to Discuss Technical Topics Related to the SHINE Operating License Application On December 4-5, 2019, the staff met with SHINE Medical Technologies, LLC (SHINE) to discuss technical aspects of SHINE's operating license application. Specific topics covered during the meeting included: an overview of the SHINE facility and technology; instrumentation and control systems; accident analysis; technical specifications; human factors engineering; and external hazards. Following this meeting, NRC staff will review additional reference material to be provided by SHINE in an electronic reading room to support future meetings, audits, and the development of requests for additional information.
Staff Issues License Amendments to Vogtle Electric Generating Plant, Units 3 And 4, to Credit First Plant Only Startup Testing On December 10, 2019, the staff issued license amendments to Vogtle Electric Generating Plant, Units 3 and 4, to credit first plant only startup testing performed in China on the Sanmen Nuclear Power Station AP1000. The changes delete regulatory requirements for the following tests: natural circulation (steam generator) test, rod cluster control assembly out of bank measurements, load follow demonstration, and the passive residual heat removal heat exchanger test.
Staff Initiated Process to develop Revision 5 of the Standard Technical Specifications NUREG-1430 through NUREG-1434 On December 10, 2019, the staff and a representative of the Technical Specification Task Force initiated the process to develop Revision 5 of the Standard Technical Specifications NUREG-DECEMBER 30, 2019 ENCLOSURE C
1430 through NUREG-1434. These NUREGs are the improved standard technical specifications (iSTS) for the Westinghouse, Babcock & Wilcox, Combustion Engineering, and General Electric plant designs. They are updated periodically to incorporate iSTS changes that are approved incrementally, between updates, using the Technical Specifications Task Force traveler process. This update will incorporate approximately 20 travelers and is expected to be completed by the end of 2020. A summary of the work plan, including timeline, is in ADAMS at ML19344C034.

On December 12, 2019, the NRC published a document in the Federal Register (84 FR 67829) confirming the effective date of December 17, 2019, for the direct final rule that was published on October 3, 2019 (84 FR 52747). The direct final rule amended the NRC's spent fuel storage regulations by revising the Holtec International HI-STORM 100 Multipurpose Canister Cask System listing to include Amendment No. 14 to Certificate of Compliance No. 1014. The effective date of December 17, 2019, for the direct final rule published on October 3, 2019, is confirmed.
Miscellaneous Corrections: Final Rule: Correction: 10 CFR Part 73: (RIN 3150-AK34; NRC-2019-0128)
On December 11, 2019, the NRC published a document in the Federal Register correcting a rule that was published on November 18, 2019 (84 FR 67659), regarding miscellaneous corrections to NRC regulations. The action is necessary to insert language that was inadvertently omitted from the regulatory text. The correction is effective on December 18, 2019.
Organizational Changes and Conforming Amendments: Correction: 10 CFR Parts 11 2, 37, 40, 50, 51, 521 55, 71, 72, 731 74, 1001 140, and 150 [RIN 3150-AK37: NRC-2019-0170]
On December 5, 2019, the NRC published a document in the Federal Register (84 FR 66561) correcting a rule appearing in the Federal Register on Friday, November 29, 2019 (84 FR 65639). The effective date for the rule was corrected to read "December 30, 2019," from the incorrect date of "December 30, 2020" that was published in error by the Office of the Federal Register.
