Items of Interest Week Ending NOVEMBER 22, 2019 Fall Meeting of the Nuclear Utilities Group on Equipment Qualification During the week of November 11 , 2019, the staff participated in the fall meeting of the Nuclear Utilities Group on Equipment Qualification in Clearwater, FL. The staff discussed lessons-learned from the environmental qualification (EQ) inspections that were implemented using Inspection Procedure 71111.21 N, "Design Bases Assurance Inspections (Programs)," dated February 5, 2019, and future regulatory activities associated with EQ.
Staff Hosted an All-Day Forum on Integrated and Risk-Informed Decision Making On November 13, 2019, the staff hosted an all-day forum on integrated and risk-informed decision making (RIDM) which focused on the reactor business lines, including NRR and Regional supervisors and managers. The activity's objectives focused on improving decision-making using RIDM principles. The forum included presentations and panel discussion by representatives from NRR, Region 3, RES , the Massachusetts Institute of Technology, the NASA Goddard Space Flight Center, and the Idaho National Laboratory. Approximately 100 participants attended the forum .
Public Meeting to Discuss Technical Specifications Task Force Activities On November 14, 2019, the staff and the Technical Specifications Task Force (TSTF) conducted its regularly scheduled quarterly meeting. Discussions covered progress on existing and future travelers to modify the Standard Technical Specifications (STSs) . Notably, the TSTF and NRC will begin Revision 5 of the five STS NU RE Gs before the end of the year. The next TSTF quarterly meeting will take place in February 2020.
Public Meeting to Discuss Steam Generator Task Force Activities On November 14, 2019, the staff held a public meeting with the Steam Generator Task Force to discuss several steam generator (SG) topics . During the meeting , the Electric Power Research Institute (EPRI) and licensee representatives gave presentations to address public comments regarding proposed changes to operating intervals between SG inspections, staff comments concerning automated data analysis, and staff feedback regarding the EPRI Steam Generator Management Program guidelines.

Items of Interest Week Ending NOVEMBER 22, 2019 Power Reactor In-Core Monitoring: Petition for Rulemaking: Denial: 10 CFR Part 50:
PRM-50-111: NRC-2015-0224 On November 19, 2019, the NRC published a notice in the Federal Register (84 FR 63816) denying a petition for rulemaking (PRM), dated March 13, 2015, submitted by Mark Edward Leyse (petitioner). The petition was docketed by the NRC on April 24, 2015, and was assigned Docket No. PRM-50-111. The petitioner requested that the NRC require all holders of operating licenses for nuclear power plants to operate them with in-core temperature-monitoring devices (e.g., thermoacoustic sensors or thermocouples) located at different elevations arid radial' positions throughout the reactor core . The NRC denied the petition because current regulations provide a sufficient level of safety, such that additional requirements are not needed. The docket for the petition for rulemaking, PRM-50-111, was closed on November 19, 2019.
Alternative Method for Calculating Embrittlement for Steel Reactor Vessels: Petition for Rulemaking: Notice of Docketing and Request for Comment: 10 CFR Part 50: PRM 120: NRC-2019-0180 On November 19, 2019, the NRC published a notice in the Federal Register (84 FR 63819) acknowledging receipt of a petition for rulemaking, dated August 19, 2019, from Thomas A.
Bergman, on behalf of NuScale Power, LLC. The petitioner requested that the NRC revise its regulations to alleviate a requirement for calculating the embrittlement for advanced reactor designs and to add to the NRC's regulations and guidance documents, the embrittlement trend curve formula for calculating the mean value of the transition temperature shift described in American Society for Testing and Materials E900-152. The petition was docketed by the NRC on September 11, 2019, and has been assigned Docket No. PRM-50-120. The NRC is examining the issues raised in PRM-50-120 to determine whether these issues should be considered in rulemaking. Comments are requested by December 19, 2019.
Miscellaneous Corrections: Final Rule 10 CFR Parts 21 21 1 37, 50 1 52 1 73 and 110: RIN 3150-AK34: NRC-2019-0128:
On November 19, 2019, the NRC published a notice in the Federal Register (84 FR 63565) amending its regulations to make miscellaneous corrections. These changes include removing obsolete language and correcting references, a typographical error, mailing, email and web page addresses, grammatical errors, a division title, and a division address and title. This document is necessary to inform the public of these non-substantive amendments to the NRC's regulations. This final rule is effective on December 18, 2019.
