Items of Interest Week Ending JULY 26, 2019 Public Meeting on Risk-Informed Applications On July 18, 2019, the staff held a public workshop with the Pressurized Water Reactor Owner's Group (PWROG) to discuss the industry's experiences implementing applicable regulatory guidance used to address assumptions and sources of uncertainty across the different risk-informed (R-1) applications. The dialogue considered lessons learned in recent R-1 submittals reviewed by the staff, and examples of implementation provided by the industry. The PWROG discussed plans to submit a letter to the NRC that captures insights identified from the industry's use of NUREG 1855, "Guidance on the Treatment of Uncertainties Associated with PRAs in Risk-Informed Decision making," Revision 1 (ML17062A466).
Public Meeting on Risk-Informed Initiatives On July 19, 2019, the staff conducted a widely-attended public meeting with the Nuclear Energy Institute (NEI) and the PWROG. The meeting was to discuss the NRC staffs recent observations of the industry's Facts & Observations (F&O) Closure Process for PRA models and to obtain feedback from industry. Both the NRC and the industry acknowledged the usefulness of the F&O closure process, noting the 60 to 80 percent efficiency gains in the license amendment reviews. Information about how licensees arrange for, perform, and document the closure reviews provides important insight that will greatly improve the staff's ability to interpret the summary of these activities in future license amendment requests (LARs). As a result of the meeting, NEI and PWROG plan to provide clarification on the F&O closure documentation needed to support LAR submittals during their periodic Probabilistic Risk Assessment working group meetings.

Items of Interest Week Ending JULY 26, 2019 Criteria to Return Retired Nuclear Power Reactors to Operations: Petition for Rulemaking; Notice of Docketing and Request for Comment; Parts 50 and 52 of Title 10 of the Code of Federal Regulations (10 CFR) (PRM-50-117; NRC-2019-0063)
On July 26, 2019, the NRC published a notice of docketing and request for comment in the Federal Register (84 FR 36036) for a petition for rulemaking (PRM) from Mr. George Berka, dated December 26, 2018, requesting that the NRC amend its regulations to establish criteria to return retired nuclear power reactors to operations. The petition was docketed by the NRC on February 19, 2019, and has been assigned Docket No. PRM-50-117. The NRC is examining the merits of the issues raised in PRM-50-117 to determine whether the issues should be considered in rulemaking. Comments are requested by October 9, 2019.
Greater-Than-Class-C and Transuranic Waste: Draft Regulatory Basis; Request for Comment: 10 CFR Part 61; (Regulatory Identifier Number CRIN) 3150-AKOO; NRC-2017-00811 On July 22, 2019, the NRC published a notice in the Federal Register (84 FR 35037) requesting comments on a draft regulatory basis to support the development of a rulemaking for the disposal of certain types of greater-than-Class-C waste in a low-level radioactive waste land disposal facility. Greater-than-Class-C waste may include transuranic radionuclides (e.g.,
isotopes of plutonium) that contaminate nuclear fuel cycle waste. In addition, the NRC plans to hold a public meeting to promote understanding of the draft regulatory basis and to facilitate public comment. Comments are requested by September 20, 2019.
