Items of Interest Week Ending April 27, 2018 International Atomic Energy Agency Assessment Mission From April 12-20, 2018, the staff participated as an expert for an International Atomic Energy Agency (IAEA) Integrated Safety Assessment of Research Reactors (INSARR) mission for the Ghana research reactor. The four-member team comprised experts from France, Jamaica, and the United States, as well as the IAEA. The mission covered organizational and management aspects, as well as technical areas including the core conversion, safety assessment, training and qualification of operating personnel, operation and maintenance programs, radiation protection, and emergency preparedness. The INSARR expert team observed that the operator of Ghanas research reactor has demonstrated a high commitment to safety following the conversion of the reactor core to use low enriched uranium as fuel instead of high enriched uranium. The team also made recommendations for further safety enhancements.
Publication of Indian Point License Renewal Document The staff published the Final Supplement 38 to NUREG-1437, Generic Environmental Impact Statement for License Renewal of Nuclear Power Plants regarding the Indian Point Nuclear Generating Unit Nos. 2 and 3 (IP2 and IP3) on April 23, 2018. This supplement includes the staffs evaluation of revised engineering project cost information for severe accident mitigation alternatives (SAMAs), a summary of the results of additional sensitivity analyses to address uncertainties in the SAMA cost-benefit conclusions as directed by the Commission, and newly available aquatic impact information and the additional environmental issues. This final supplement represents the completion of the staffs environmental review of the IP2 and IP3 license renewal application.
Hope Creek Generating Station - Approval of Measurement Uncertainty Recapture Power Uprate On April 24, 2018, the staff approved a 1.6 percent Measurement Uncertainty Recapture (MUR) power uprate for the Hope Creek Generating Station. The MUR power uprate amendment allows use of a leading edge flow meter to improve the measurement of reactor feedwater flow and a power increase from approximately 3840 megawatts thermal (MWt) to 3902 MWt. The licensee plans to implement the MUR power uprate following the current refueling outage.
Acceptance of the First Subsequent License Renewal Application for Turkey Point Nuclear Generating Unit Nos. 3 and 4 On April 26, 2018, the staff accepted the first subsequent license renewal application submitted. Florida Power & Light Company (the applicant) submitted a subsequent license renewal application for Renewed Facility Operating License Nos. DPR-31 and DPR-41 for the Turkey Point Nuclear Generating Units 3 and 4 (Turkey Point) requesting operation for an additional 20 years for the already-renewed operating licenses. The initial operating licenses for Turkey Point were issued on July 19, 1972, for Unit 3, and on April 10, 1973, for Unit 4, and the initial renewed licenses for both units were issued on June 6, 2002. The current expiration dates are July 19, 2032, for Unit 3 and April 10, 2033, for Unit 4.
