Items of Interest Week Ending March 30, 2018 Microsoft Savings The Office of Administrations Acquisition Management Division competed and awarded a Blanket Purchase Agreement (BPA) valued at up to $15 million over 5 years for Microsoft software licenses, software subscriptions and cloud services for the NRC. The BPA, which is effective on April 1, 2018, consolidated Microsoft requirements from several current NRC contracts into one vehicle. The BPA resulted in savings of $226k per year for current NRC Microsoft requirements based on what an independent industry group indicated was fair market pricing for federal agencies. The BPA also allows the NRC to purchase renewals of its investments and new Microsoft investments at a discounted rate and in a very efficient manner. As a result of this BPA, the NRC can also better track and manage its Microsoft investments.

Items of Interest Week Ending March 30, 2018 Differing Professional Opinion Regarding Closing Out Peer Review Facts and Observations On February 22, 2018, the Executive Director for Operations (EDO) issued a decision on the appeal of Differing Professional Opinion (DPO) 2017-004, submitted on May 15, 2017, regarding the agencys endorsement of Nuclear Energy Institute guidance on closing out Probabilistic Risk Assessment (PRA) peer review facts and observations. Specifically, the DPO raised concerns that the NRC has endorsed a weakened version of the process for closing out PRA Peer Review Facts and Observations/Findings (F&Os), thereby yielding much of its responsibility to ensure technical adequacy of industry PRAs. On September 8, 2017, an Ad Hoc Panel (Panel) provided the results of its independent review of the DPO to the Acting Director, Office of Nuclear Reactor Regulation (NRR). The Panel concluded the independent review process is an acceptable method for closure of F&Os. The Panel also concluded the independence of team members implementing the process was appropriate for the task.
Finally, the Panel concluded that various methods for F&O closure, including by an independent NRC review team, were considered. The Panel recommended appropriate resources be applied to conducting audits of the independent F&O closure process until a time when the NRC has established adequate confidence in the process implementation. The NRC and industry should reach agreement on what F&O closures constitute a PRA upgrade or new method that would require a focused peer review. The expectation that documentation of why closed F&Os did not require an upgrade or new method needs to be highlighted to the industry, and management should consider providing clarifying guidance to the level of NRC staff review expected for a peer-reviewed PRAs where the F&O's have been closed under the lndependent Review Process. The Acting Director, NRR agreed with the Panel on its conclusions and recommendations. The public records for this DPO can be found at ML18078A786.
Open Phase Condition Inspection at Palo Verde During the week of March 19, 2018, the staff completed the second open phase condition (OPC) temporary instruction (TI) inspection at Palo Verde Generating Station resulting in no findings. Palo Verde Generating Station is the second of an initial set of inspections conducted under the OPC TI to determine whether licensees implemented the industry voluntary initiative to identify OPC vulnerabilities and update their licensing basis. The staff expects to complete this initial set of OPC TI inspections by the end of June.
Audit of Alkali-Silica Methodology at Seabrook During the week of March 19, 2018, the staff conducted a joint license amendment request and license renewal audit at Seabrook Station to review the proposed methodology for analyzing structures impacted by alkali-silica reaction (ASR) and the associated aging management program (AMP). The intent of the audit was to sample completed structural evaluations to confirm the adequacy of the licensee proposed methodology and verify proper implementation to produce reasonable monitoring parameters and acceptance criteria. The staffs observations will be captured in an audit report.

Operating Reactors Dashboard of NRC Performance Now Available on Public Website The Operating Reactors Dashboard of NRC Performance is now available on the NRCs public website. A prototype was published on the website in January, and the final version was published on March 23. The graphs and data will be updated monthly with the data from the NRCs metrics on timeliness and activities completed. A poster session at the RIC and discussions during meetings with industry stakeholders were used to advertise the availability of the web page.
