Request for Partial Site Release (EPID L-2023-LLA-0088)," dated July 19, 2023 In Reference 1, Constellation Energy Generation, LLC (CEG) requested NRC approval of a partial site release of the Clinton Power Station (CPS) site in accordance with 10 CFR 50.83, "Release of part of a power reactor facility or site for unrestricted use." The NRC requested additional information in Reference 2 that is needed to support the acceptance review of the request for partial site release. In response to this request, CEG is providing the attached information.

ATTACHMENT Supplemental Information Related to Request for Partial Site Release Page 1 NRC Request The NRC staff has reviewed your application and concluded that the information required by 10 CFR 50.83 (b)(5) was not included in your June 7,2023, letter. In order to make the application complete, the NRC staff requests that CEG supplement the application to address the information required by 10 CFR 50.83 (b)(5) by August 4, 2023

Response

Under 10 CFR 50.83(b)(5), a request for NRC approval of a release of non-impacted areas must include the reasons for concluding that the environmental impacts associated with the proposed release of property will be bounded by appropriate previously issued environmental impact statements. The original Final Environmental Statement (FES) for Clinton Power Station (CPS) Unit 1 was issued in May 1982 (i.e., Reference 1). In addition, an Environmental Impact Statement associated with an early site permit for the construction and operation of a new nuclear power generating facility, adjacent to and within the confines of the current CPS Unit 1 site, was issued in July 2006 (i.e., Reference 2).

Constellation Energy Generation, LLC (CEG) has reviewed the environmental impacts associated with the proposed release of the subject property and considered those impacts in light of References 1 and 2. The review did not identify any significant new environmental impacts or significant changes from the environmental impacts previously assessed by the NRC. In particular, the review found that:

The land transfer has no measurable increase in offsite dose consequences and no change in effluent releases.

The CPS Radiological Environmental Monitoring Program accounts for the revised site area boundary, and no increases in effects are anticipated.

Accordingly, CEG concludes that the environmental impacts associated with the proposed release of the subject property are bounded by the NRC's previous reviews of the CPS facility.
