In Reference 1, Exelon Generation Company, LLC (EGC) submitted relief request 13R-15, for LaSalle County Station (LSCS), Units 1 and 2. The proposed request seeks relief from the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel (B&PV) Code,Section XI, "Rules for lnservice Inspection of Nuclear Power Plant Components." The request applies to the third ten-year lnservice Inspection (ISi) interval, which concluded on September 30, 2017, for LSCS, Units 1 and 2. The third ten-year ISi interval complied with the ASME Boiler and Pressure Vessel Code,Section XI, 2001 Edition with the 2003 Addenda.
In Reference 2, the NRC requested additional information that is needed to complete review of the proposed relief request.

lnservice Inspection Impracticality By letter dated September 19, 2018 (Agencywide Documents Access and Management System (ADAMS) Accession Number ML18267A058), Exelon Generating Company (EGC, the licensee) submitted relief request 13R-15, requesting relief from the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code (Code),Section XI, Rules for lnservice Inspection (ISi) of Nuclear Power Plant Components, for LaSalle Units 1 and 2. Specifically, pursuant to Title 10 of the Code of Federal Regulations (10 CFR) 50.55a(g)(5)(iii), the licensee requested relief from the "essentially 100 percent" volumetric examination coverage requirements of the ASME Code,Section XI for certain welds on the basis that the code requirement is impractical. The Nuclear Regulatory Commission (NRC) has determined that the following additional information is necessary to complete its review and make a regulatory decision.
MPHB RAl-1 The staff has reviewed the licensee's proposed relief request for Risk-Informed In-service Inspection (RI-ISi) R-A Categories which included stainless steel and carbon steel welds (Main Steam). On page 2 of the submittal dated September 19, 2018, the licensee stated that it is implementing ASME Code Case N-578-1, "Risk-Informed Requirements for Class 1, 2 or 3 Piping, Method B." Table 1 of the ASME Code Case N-578-1, Footnote 3 states: "Includes 100% of the examination location. When the required examination volume or area cannot be examined due to interference by another component or part geometry, limited examinations shall be evaluated for acceptability. Acceptance of limited examinations or volumes shall not invalidate the results of the risk-informed evaluation. Areas of acceptable limited examinations, and their bases shall be documented."
(A) The staff requests that the licensee provide inspection results obtained during the third 10-year ISi interval for the following welds under R-A examination category.
(1) Component ldentification-IMS-2044 (Main Steam), Pipe to Valve weld; Examination Category, R-A; Item Number, R1.20.
(2) Component ldentification-IRR-2001-03--- (Recirculation Piping), Header to Sweep-0-Let weld, Examination Category, R-A; Item Number, R1.20.
(3) Component ldentification-IRR-2001-04--- (Recirculation Piping), Header to Sweep-0-Let weld, Examination Category, R-A; Item Number, R1.20.
(B) Examinations of the welds listed above with a limited inspection coverage do not provide adequate information on structural integrity of the un-inspected area/volume of the subject welds.
Consistent with the criterion addressed in Note 3 of Table 1 of the Code Case N-578-1, the staff requests that the licensee provide a summary of its engineering evaluation for accepting the examination coverage that is less than essentially 100% for the welds. Provide the results of the previous examination coverage that was obtained for the afore-mentioned welds during the second 10-year ISi interval.

lnservice Inspection Impracticality Attachments 2, 3, and 4 provide the complete examination datasheets for welds IMS-2044-13, IRR-2001-03, IRR-2001-04, respectively, from the third 10-year ISi Interval.
For Item ( 1) above, I MS-2044-13 is a pipe-to-valve weld from line 2MS38M-18" to valve 2B21-F418B. This weld is carbon steel RISI Category R-A, Item R1.20 (no defined damage mechanism), requiring a qualified ultrasonic examination technique. Qualification of the ultrasonic equipment and procedure is required by ASME Section XI, Appendix VIII as modified by 10 CFR 50.55a. This weld was previously examined in October 1996 during L2R07. Exam coverage was not specifically reported, but with no identified limitations was assumed to be 100%. This examination was performed prior to the demonstration requirements stated above.
The technique used in 1996 (1 & 1/2 V-Path) was acceptable at the time but was excluded from the qualified procedure used in 2009 due to being ineffective on non-parallel surfaces (valve counterbore and OD taper transition areas). During the 2009 (L2R12) examination, a 70° shear exam was performed in addition to the 45° shear exam to maximize the qualified coverage.
Items (2) and (3), IRR-2001-03 and IRR-2001-04, are both similar configuration pipe to sweep-o-let welds, providing the connection between the Reactor Recirculation loop ring header and individual risers supplying recirculation flow to the reactor vessel. Based on the sweep-o-let curvature, portions of the weld could only be examined from one side. Both welds are stainless steel RISI Category R-A, Item R1.20 (Category 'A' IGSCC, with no other defined damage mechanism), requiring a qualified ultrasonic technique. Qualification of the ultrasonic equipment and procedure is required by ASME Section XI, Appendix VIII as modified by 10 CFR 50.55a.
These welds were previously examined in October 1996 during L2R07 with a reported 100%
coverage achieved by scanning from one side of the weld only. These examinations were performed prior to the demonstration requirements stated above; based on the methodology prior to ASME Section XI, Appendix VIII requirements, 100% coverage could be claimed.
During the 2013 (L2R14) examination, areas with limited access were scanned with a 60° refracted longitudinal transducer, interrogating the opposite side of the weld. Since this is not a demonstrated technique, no additional coverage was credited.
All three of the welds were examined to the maximum extent practical given the limitations posed by component configuration and design. Exams used the latest techniques, procedures and equipment in accordance with ASME Section XI, Appendix VIII as implemented by the Performance Demonstration Initiative (POI). Despite the limitations, these exams provide an acceptable level of quality and safety because sufficient data was obtained to make a determination on the integrity of the piping. These welds are part of a larger population; the results as considered in the aggregate with the entire sample population confirm the absence of significant degradation that could affect the structural integrity of the components. Additionally, weld IMS-2044-13 was re-examined during the Spring 2011 Unit 2 LaSalle Station refueling outage L2R13. After performance of weld crown reduction, 100% coverage was achieved with no identified indications.

MPHB RAl-2 Consistent with the requirements addressed in Note 2 of Table IWC-2500-1, the staff requests that the licensee provide an explanation for accepting the examination coverage that is much less than essentially 100% for the following weld :

Response
The 16% coverage obtained is the maximum possible coverage due to the physical configuration of the component. The HP-PU2-04 weld to the Unit 2 High Pressure Core Spray Pump is surrounded by a permanent concrete support structure, except for a localized area in-line with the pump suction piping. Figures 1 and 2 depict the configuration and accessibility of the weld.

This component was examined with POI approved procedures, equipment and personnel were utilized in accordance with Section XI of the American Society of Mechanical Engineers Code 2001 Edition with /03 Addenda, Appendix VIII as modified by the Performance Demonstration Initiative (POI) program description for execution of this examination.
In accordance with GEH-ADM-1062, GEH developed from previous data, scan plans with the required information (examination volume requirements) at a minimum. LaSalle County Station NOES personnel reviewed and approved scan plans. Based on previous T&C's, the scan plan directed the use of (.50)" dia., 45° shear wave with 60° shear wave search units as a contingency for limited access areas. This weld was found to be acceptable with no recordable indications.

This component was examined with PDI approved procedures, equipment and personnel were utilized in accordance with Section XI of the American Society of Mechanical Engineers Code 2001 Edition with /03 Addenda, Appendix VIII as modified by the Performance Demonstration Initiative (PDI) program description for execution of this examination.
In accordance with GEH-ADM-1062, GEH developed from previous data, scan plans with the required information (examination volume requirements) at a minimum. LaSalle County Station NOES personnel reviewed and approved scan plans. Based on previous T&C's, the scan pion directed the use of {.501" dio.. 45° shear wove with 60° shear wave search units as o contingency for limited access areas. This weld was found to be acceptable with no recordable indications.

In accordance with GEH-ADM-1062, GEH developed from previous data, scans plans with the required information (examination volume requirements! ot o minimum. LaSalle County Station NOES personnel reviewed and approved scan plans. Based on previous T&C's, the scan pion directed the use of 45° & 70° shear wove search units. Deviation from the scan pion was allowed with regords to search unit size. A smaner diometer size, within procedure limits wos used to gain as much coverage as feasible. GEH Project Level Ill gave concurrence. This weld was found to be acceptable with no recordable indications.
10096 of the ASME Code required coverage was obtained.
Examination results were compared to Doto Report:
