RBG-48003 Page 2 of 2 In Reference 1, Entergy submitted an application for renewal of the Operating License for River Bend Station (RBS) for an additional 20 years beyond the current expiration date. The license renewal application (LRA) credited the Boraflex Monitoring Program, described in Section B.1.3, for managing the aging of Boraflex during the period of extended operation.
In References 2 and 3, Entergy updated the LRA to include a Neutron Absorbing Material Monitoring Program and remove the Boraflex Monitoring Program and included a commitment to install aluminum boron-carbide neutron absorbing material before the period of extended operation, and to submit a letter to the NRC, within 60 days following installation of the new neutron absorbing material, confirming that the Boraflex material is no longer credited for neutron absorption.. This commitment is also listed in Appendix A of Reference 4.
On February 20, 2020, RBS completed the installation of the new neutron absorbing material and implemented all required licensing changes listed in Reference 5. Boraflex is no longer credited in the RBS Spent Fuel Pool Criticality Safety Analysis or Licensing Basis.
