This report contains statistical data and trend analysis compiled by the Fitness-for-Duty Department. We have reviewed this data and determined that no programmatic weaknesses exist.

Enclosure to RBG-46073 Fitness for Duty Program Six Month Performance Report July - December 2002 PROGRAM

SUMMARY

The River Bend Station annual random testing rate is 50 percent. During this reporting period, approximately 24.8 percent of the population has been randomly tested. The rate of positive tests from random testing is 0 percent.

The total random percentage for the year is 52.7 percent.

POSITIVE RESULTS:

During pre-access screening, three contract employees tested positive for marijuana, and one contract employee tested positive for cocaine.

MANAGEMENT ACTIONS:

Access was denied for the four contract employees who tested positive for marijuana and cocaine. Management was notified and their individual files were annotated to reflect the positive results and the actions taken.

Two samples were considered suspect due to low temperatures. A second sample was collected from these individuals under direct observation and classiifed as Other. These samples returned negative results. Three samples were collected in conjuction with updates to the background checks for Fitness for Duty personnel. These samples also returned negative results.

EVENTS REPORTED TO THE NRC:

During this reporting period, there were no violations of the fitness for duty program that were reportable.

PROGRAM EVALUATION:

No programmatic problems were identified during this reporting period. A multi site audit was conducted during this reporting period and reported that the Fitness for Duty Program is effective in implementing applicable elements of the regulations.
