NRC staff will consider written comments on environmental issues until March 9, following the publication of a Federal Register notice (http://edocket.access.gpo.gov/2011/pdf/2011-2599.pdf).

In applying for a Combined License (COL) for North Anna Unit 3, Dominion Virginia Power referenced the North Anna Early Site Permit (ESP) the NRC issued in November 2007. In order to supplement the ESP's environmental findings, the NRC reviewed the COL applications environmental information, issuing the FSEIS in March 2010. Dominion revised the application in June 2010 to reflect a change in reactor design from GE-Hitachis Economic Simplified Boiling Water Reactor to Mitsubishis U.S. Advanced Pressurized Water Reactor (US-APWR). The US-APWR is a 1,500 MWe design currently under NRC review for possible certification. The staff will consider any findings concerning the design in reviewing the North Anna application. The NRCs examination of environmental issues is only part of the overall North Anna COL review. The agency staff continues to develop its final safety evaluation report, incorporating recommendations from the NRCs Advisory Committee on Reactor Safeguards. The NRCs Atomic Safety and Licensing Board is also considering possible legal challenges to the revised application; the Board must complete its work before the NRC can reach a final decision on Dominions application.
