February 1987 Operations Summary Maintenance was completed on the RCIC, RHR and Feedwater systems and the plant was returned to Operational Condition 2 on February 5, 1987.
Later tnat day, concerns with temperature instrumentation tor the E31 Leak Detection System prompted a manual shutdown. This was quickly resolved, and startup recommenced on February /. Operational Condition 2 was maintained through February 13, while equipment replacements and testing were performed on the RCIC system and the HCIC inboard containment isolation valve. Modifications were also nade to the E31 Leak Detection System during this period. A reactor shutdown occurred on February 13 due to a spurious low level signal during instrument calibration activities. The plant returned to Operational Condition 2 the next afternoon.
On February 16, reactor level instrumentation anomalies were noted during RCIC test injections into the reactor vessel. Additional testing identified continued concerns with the reliability of the RCIC steam supply inboard isolation valve in the opening direction. These events led to the RCIC system noing declared inoperable, wnlen prevented tne plant from proceeding to Operational Condition 1.
A temporary Technical Specitication change on tne RCIC system was received wnicn allowed KCIC to be declared operable and the plant to proceed to Operational Condition 1 on Fenruary 24 Tne generator was synenronized to tne grid ano power was pronuced, witn the first 24 hour2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> period or continuous electrical generation noing acnteved on Feoruary 20, 198/. The milestone ot twenty percent (20s) net electrical generation was reacned on February 26. At the end et Feoruary, tne plant war at approximately 30% thermal power generating an average at 253 MWe-Net.
