27780 Blue Star Highway, Covert, MI 49043 1 Holtec Palisades, LLC (Holtec Palisades) is the licensed owner of PNP. Holtec Decommissioning International, LLC (HDI) is the licensed operator of PNP while the facility is in decommissioning.
Pursuant to the license transfer application submitted in connection with the PNP restart (Reference 2),
licensed authority will transfer from HDI to Palisades Energy, LLC (Palisades Energy) upon NRCs approval of the transition from decommissioning back to power operations. Holtec Palisades will remain the licensed owner of PNP.

Report of Changes to Palisades Nuclear Plant Technical Specification Bases In accordance with Palisades Nuclear Plant (PNP) Technical Specifications (TS) Section 5.5.12, Technical Specifications (TS) Bases Control Program, which requires that changes to the TS Bases, implemented without prior Nuclear Regulatory Commission (NRC) approval, be provided to the NRC on a frequency consistent with Title 10 of the Code of Federal Regulations, 50.71, Maintenance of records, making of reports, Subsection (e), Holtec1, on behalf of Holtec Palisades LLC, hereby provides notice that there were no PNP TS Bases changes implemented without prior NRC approval since the previous PNP TS Bases submittal referenced above dated March 8, 2023.
This letter contains no new and no revised regulatory commitments.
