Dear Sir or Madam:

In Reference 1, Nuclear Management Company (NMC) (former Palisades Nuclear Plant license holder) submitted an application for a renewed operating license for Palisades Nuclear Plant. Enclosure 2 of the submittal contained a list of preliminary commitments concerning license renewal. Commitment number 4 in this enclosure concerns a time-limited aging analyses fatigue evaluation of charging system lines. This commitment was later confirmed in Appendix A of Reference 2.

The commitment stated "NMC will evaluate the effect the increase in variable speed charging pump out-of-service events may have on these lines (Charging Lines Inboard of the Regenerative Heat Exchanger), and will take actions necessary to ensure these lines meet licensing basis design criteria for the extended operating period. NMC will complete this evaluation and will advise the NRC of the results, and of any necessary corrective actions, before the end of the current licensed operating period." The current licensed operating period will end at midnight, March 24, 2011.

Document Control Desk Page 2 Entergy Nuclear Operations, Inc. (BNO) has completed the commitment. The effect of the increase in variable speed charging pump out-of-service events on the charging lines inboard of the regenerative heat exchanger has been evaluated. The evaluation concluded that the lines will continue to meet licensing basis design criteria for the extended operating period. No corrective actions are required to ensure that the lines meet licensing basis design criteria during the extended operating period.

Summary of Commitments This letter contains no new commitments. This letter completes the following commitment:

"NMC will evaluate the effect the increase in variable speed charging pump out-of-service events may have on these lines (Charging Lines Inboard of the Regenerative Heat Exchanger), and will take actions necessary to ensure these lines meet licensing basis design criteria for the extended operating period. NMC will complete this evaluation and will advise the NRC of the results, and of any necessary corrective actions, before the end of the current licensed operating period."
