NOISE EVENT IN CONTAINMENT 3

At 3:07 p.m.

(CDT) with the unit in Mode 3 and leveling reactor coolant system temperature at 540 degrees Fahrenheit, a seismic monitor alarm and a-loose parts monitor alarm were received. At the same time, personnel j

inside containment heard a loud noise which the licensee described as sounding like a slamming door. The licensee stopped progressing toward j

plant startup from a refueling outage and formed a task team to evaluate the event. During the evening, system walkdowns and inspections were i

perf ormed and instrumentation data was gathered f or evaluation.

l The unit entered the current refueling outage on March 4, 1993. Similar noise events occurred on February 28 and March 16, 1992. These events i

were attributed to binding of pipe restraints in the reactor coolant j

system.

The' state of Kansas will be informed.

Region IV received notification of this occurrence by telephone from the licensee's Vice President of Plant Operations at 3:50 p.m. Region IV has l

informed EDO, NRR, and PA.

The licensee issued a press release at about 10 p.m. on May 10. The licensee and NRC have responded to press inquiries.

Region IV will perform a special inspection of licensee response to this l

. event. The licensee has committed to keep the plant at Mode-3 or below until the investigation of the cause of the noise event has been

]

completed and the NRC staff has been briefed.
