,OUTAGE EXTENDED TO MELT ICE AND INSPECT UNIT 1 ICE CONDENSER On March 13,
- 1998, the licensee informed Region III (Chicago) that it had decided to melt 2.59 million pounds of ice in the Unit 1 ice condenser, inspect the ice condenser components, make any necessary
- repairs, and then fillthe condenser baskets with fresh ice.
The ice condenser system consists of 1944 baskets, each 45 feet high, filled with ice. In the event of' loss-of-coolant accident, the ice condenser system would condense steam released into the reactor containment to reduce the pressure and avoid damage to containment structures.
The decision was made after debris was found in ice melted from 110 ice baskets as part of the licensee's ongoing inspection and repair of the baskets.
The debris, including wood, plastic, wire, and other items, would have the potential to affect the flow of water in the containment sump when cooling water was recirculated from the sump to the reactor cooling system following an accident.
The licensee has been inspecting the ice condenser system and making necessary repairs as a result of NRC inspection findings in February 1998 (Reference PNO-IIZ-98-18). Between 80 and 100 ice baskets have been repaired or replaced thus far.
The decision to melt the ice affects only Unit 1; the licensee will make a decision on Unit 2 after further review.
The licensee is currently developing its plans and schedule for the ice removal and inspection activities.
Once the ice is melted and the ice condenser system is inspected, the licensee will begin replacing the ice.
The licensee is evaluating other sources of ice to supplement the ice-making capacity of its current system.
The ice replacement and ice condenser inspections and repairs will be monitored by the resident inspectors and the Region III staffs The State of Michigan will be informed.
The information in this preliminary notification has been reviewed with licensee management.
The licensee informed Region III of its decision to melt and replace the ice on March 13, 1998. This information is current as of 11:30 a.m.
